The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on June 21, 2012, to discuss and clarify the applicants response to the staffs requests for additional information (RAIs) 4.7.5.1-1 concerning the Davis-Besse license renewal application. provides a listing of the participants and Enclosure 2 contains a description of the staff concerns discussed with the applicant. SUMMARY

OF TELEPHONE CONFERENCE CALL DAVIS-BESSE LICENSE RENEWAL APPLICATION June 21, 2012 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on June 21, 2012, to discuss and clarify the following response to requests for additional information (RAIs) concerning the Davis-Besse license renewal application (LRA).

RAI 4.7.5.1-1 related to LRA Section 4.7.5.1, Reactor Coolant System Loop 1 Cold Leg Drain Line Weld Overlay Repair.

Discussion:

The staff stated that in response to RAI 4.7.5.1-1, the applicant cited a summary calculation package that was prepared to document the design and analysis of the Davis-Besse reactor coolant pump 1-1 inlet cold leg drain line nozzle-to-elbow weld overlay. The package included summaries of an American Society of Mechanical Engineer's Boiler and Pressure Vessel (ASME) Code Section III evaluation (Calculation Number DB-06Q-304, Rev. 1) and a fatigue crack growth analysis (Calculation Number DB-06Q-307, Rev. 0). The staff stated that LRA Section 4.7.5.1 only identified the ASME Code Section III evaluation as a TLAA. The staff further stated that its position is that the fatigue crack growth analysis is also a TLAA requiring disposition for license renewal.

The applicant agreed that the fatigue crack growth analysis is a TLAA. The applicant also agreed to provide a supplemental response to RAI 4.7.5.1-1 to disposition the TLAA associated with the fatigue crack growth analysis. Since the subject analysis is not docketed, it was also agreed that the supplemental response would provide sufficient details (e.g., address residual stresses, primary water stress corrosion cracking, etc.) to support the staffs review. The applicant stated that the target date for submittal of the supplemental response is July 10, 2012.

There was no further discussion, and the call was concluded.

Action: The applicant will provide a supplemental response to RAI 4.7.5.1-1.
