[External_Sender] Event Number 55734 at Davis Besse, A Matter of Interpretation Hi Victoria, I have read this Event Report and have one or two observations/questions.

As I see it, this Operating crew isolated a system that should not have been isolated at about 1402 hr. and then entered an LCO for 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> at 1414 hr. At 1514 hr. (one hour later), they apparently did not satisfy Condition A of that LCO and then were directed by Condition B to place the Unit in MODE 3 in 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in MODE 4 in 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

Why wasnt this additional, clear direction followed? I would like an explanation on how this Operating shift, including any onshift supervision such as a licensed Shift Manager, interpreted this direction other than to shut down the plant.

Additionally, I would like to know if it was a LICENSED operator that isolated the system or if it was an UNLICENSED worker not properly supervised who did the system isolation. And, was the work done as a skillofthetrade or by following an adequate, up to date procedure?

Thank you, Tom Of course, my basic question is really this: do the present people at DavisBesse know which way to turn the valve handle to close a valve and do they know which way to turn the handle to open a valve?
