Whywasntthisadditional,cleardirectionfollowed?Iwouldlikeanexplanationonhowthis Operatingshift,includinganyonshiftsupervisionsuchasalicensedShiftManager, interpretedthisdirectionotherthantoshutdowntheplant.
Additionally,IwouldliketoknowifitwasaLICENSEDoperatorthatisolatedthesystemorifit wasanUNLICENSEDworkernotproperlysupervisedwhodidthesystemisolation.And,was theworkdoneasaskillofthetradeorbyfollowinganadequate,uptodateprocedure?
