REQUEST FOR ADDITIONAL INFORMATION LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN ENERGY HARBOR NUCLEAR GENERATION LLC ENERGY HARBOR NUCLEAR CORP.

DAVIS-BESSE NUCLEAR POWER STATION, UNIT NO. 1 DOCKET NO. 50-346 By application dated January 19, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22019A236), Energy Harbor Nuclear Corp. submitted a license amendment request for Davis-Besse Nuclear Power Station, Unit No. 1 (Davis-Besse).

The proposed amendment would revise the emergency plan for Davis-Besse by changing the emergency response organization staffing requirements.

The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing the application and has determined that the additional information below is needed for the staff to complete its review.

Background

Paragraph 50.47(b)(1) of Title 10 of the Code of Federal Regulations (10 CFR) requires, in part, that each principal response organization has staff to respond and to augment its initial response on a continuous basis. In addition, 10 CFR 50.47(b)(2) requires that the on-shift facility licensee responsibilities for emergency response are unambiguously defined, adequate staffing to provide initial facility accident response in key functional areas is maintained at all times, timely augmentation of response capabilities is available and the interfaces among various onsite response activities and offsite support and response activities are specified.

In section 3.2.4 of the application (under Offsite Surveys Major Tasks), the licensee states that the proposed emergency plan would continue to require the dispatch of radiation monitoring teams (RMTs) to occur at declaration of an alert or higher classification. However, the number of RMTs would be reduced from three to two. RMTs would also be renamed field monitoring teams in the proposed emergency plan.

Request for Additional Information Describe the basis for the current number of RMTs. Provide a technical justification for reducing the number of RMTs from three to two. The justification should discuss any evaluations, drills, or training performed to validate that the use of two RMTs will be effective at performing the applicable offsite surveys major tasks for Davis-Besse.
