Davis-Besse Nuclear Power Station, Unit No. 1 - Revised Review Estimates for Proposed Alternative to Extend the Steam Generator Weld Inspection Interval Mr. Lashley:

By application dated September 13, 2021 (ADAMS Accession No. ML21256A119), Energy Harbor Nuclear Corp. (the licensee) submitted a request in accordance with paragraph 50.55a(z)(1) of Title 10 of the Code of Federal Regulations (10 CFR) for a proposed alternative to certain requirements of 10 CFR 50.55a, Codes and standards, at Davis-Besse Nuclear Power Station, Unit No. 1. Specifically, the application requested U.S. Nuclear Regulatory Commission (NRC) approval to increase the inspection interval for certain steam generator welds. The application requested NRC approval of the proposed alternative by March 1, 2022, to allow the use of the alternative during the spring 2022 refueling outage. As part of the acceptance review (ADAMS Accession No. ML21271A133), the NRC staff estimated that it would complete its review of the application by March 15, 2022.

By email dated November 16, 2021 (ADAMS Accession No. ML21321A379), the NRC staff issued a request for additional information (RAI) regarding the application. Prior to issuance of the RAI, the licensee stated that it would need more than 30 days to respond. Due to the longer than anticipated response time, the NRC staff stated that it would no longer expected to complete its review by March 15, 2022. By letter dated January 27, 2022 (ADAMS Accession No. ML22027A770), the licensee responded to the RAI and noted that the proposed alternative would no longer be needed for the spring 2022 refueling outage.

The NRC staff now expects to complete its review of the application by September 21, 2022.

The NRC staff is not revising its original estimate that it will take approximately 200 hours0.00231 days
0.0556 hours
3.306878e-4 weeks
7.61e-5 months
for the staff to complete its review. These estimates are based on the review of the application and an initial review of the RAI response. If there are emergent complexities or challenges in our review that would cause changes to these estimates, I will inform you of the reason for the change and provide new estimates.

Sincerely, Blake Purnell, Project Manager Plant Licensing Branch III Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission ph: 301-415-1380 Docket No. 50-346 EPID L-2021-LLR-0067
