Dear Sir or Madam:

By letter dated February 8,2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12044A017), Entergy Nuclear Operations, Inc. submitted the Vermont Yankee Nuclear Power Station's Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, Revision 11. The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure.

The Nuclear Regulatory Commission (NRC) staff is reviewing the information provided in the submittal and has determined that additional information is needed to support its review.

Enclosed is the NRC staff's request for additional information (RAI). The RAI was discussed with your staff on May 1, 2012, and it was agreed that your response would be provided within 30 days from the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION REGARDING 10 CFR 50.54(p)(2) CHANGES TO THE SECURITY PLANS ENTERGY NUCLEAR OPERATIONS. INC.

VERMONT YANKEE NUCLEAR POWER STATION DOCKET NO. 50-271 LICENSE NO. DPR-28 By letter dated February 8, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12044A017), Entergy Nuclear Operations, Inc. (Entergy, the licensee) submitted the Vermont Yankee Nuclear Power Station's Physical Security Plan (PSP),

Training and Qualification Plan (T&QP), and Safeguards Contingency Plan (SCP). Revision 11.

The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure. The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR),

Section 50.54(p)(2). The NRC staff has determined that the additional information requested below is needed to complete its review.

1. In Section 18 of the PSP, the licensee identifies the minimum response requirements for armed response personnel at the site. The description of changes that accompanied the 50.54(p)(2) submittal does not fully explain how this change does not decrease the effectiveness of the security plans. How does the change in protective strategy with inclusion of certain pieces of equipment off set the change in armed response personnel and ensure compliance with 10 CFR 73.55(k)?
2. The BearCat is not described in the PSP, T&QP, or the SCPo Please describe in the security plans the quantity of BearCats in use at the site, any required maintenance, testing, training requirements, compensatory measure. and its use within the site's contingency response program in accordance with 10 CFR 73.55(c)(1)(i).
