REQUEST FOR ADDITIONAL INFORMATION 60-DAY RESPONSE TO BULLETIN 2011-01, MITIGATING STRATEGIES NEBRASKA PUBLIC POWER DISTRICT COOPER NUCLEAR STATION DOCKET NO. 50-298 By letters dated June 10, and July 11, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML11164A266 and ML11192A032, respectively), Nebraska Public Power District (NPPD, the licensee) submitted to the Nuclear Regulatory Commission (NRC) its 30-day and 60-day responses to Bulletin 2011-01, Mitigating Strategies (ADAMS Accession No. ML111250360), for the Cooper Nuclear Station.

The NRC staff has reviewed the submitted information and determined that the information specified in the following requests for additional information (RAIs) is needed for the staff to complete its evaluation.

1. The bulletin requested that each licensee describe in detail the controls for assuring equipment needed to execute the mitigating strategies will be available when needed. A vehicle is typically needed to implement the strategies since the portable pump and other equipment is stored away from target areas. The NRC staff could not determine if activities are performed to ensure that a tow vehicle would be available when needed.

Please explain how it is ensured that a vehicle is available to move the B.5.b portable pump and other B.5.b equipment to the appropriate place when needed.

2. The bulletin requested that each licensee describe in detail the controls for assuring equipment supporting the mitigating strategies will be available when needed. In addition to the primary equipment needed to implement the mitigating strategies, equipment such as firefighter turnout gear, tools, and instruments are also needed. The 60-day response appears to specifically identify the inventory frequency for tools and instruments. However, the NRC staff could not determine if firefighter turnout gear is including in the inventoried.

Please identify the minimum inventory frequency for equipment needed for the mitigating strategies not specifically identified in response to the bulletin. Alternatively, please describe the inventory frequency for firefighter turnout gear needed to support the mitigating strategies.
