April 11, 2011 conference call During the conference call Kewaunee personnel discussed aspects of the requested action as associated with each of the draft items below.

Toward the end of this month, a second discussion may be needed to determine appropriate RAI items, which may differ from those below in both number and content. As a consequence, the draft items below are not being finalized and no response is requested at this time.

ME4722- Kewaunee Relief Request RR-2-2 for SG large Bore snubbers (ME4722)

CPTB staff (Gurjendra Bedi) would like to have a teleconference with KPS to clarify the ME4722 RAI responses received on January 26, 2011(ML110280056). A convenience copy is attached.

Bedi is available all day on Thursday (4/7), Friday (4/8), Monday (4/11), Tuesday (4/12). I would propose a first choice of anytime on 4/7 and then on 4/11, if practical.

The potential items (draft questions or statements), which may be discussed during this teleconference and which are its agenda, follow:

Draft Item 1: KPS Response to RAI1(a) It is not very clear . Currently what snubber program is being used at KPS for non SG snubbers (1) TS, or (2) TRM, or (3) ASME Section XI, or (4)

ASME OM Code, or (5) Relief Request Number, if any?

Draft Item 2: For SG snubbers ASME/ANSI OM-1987 with 1988 Addenda, Part 4 is being used. Please provide edition and addenda of ASME Section XI, which is being used.

Draft Item 3: In KPS response to RAI1(b), the licensee states that snubber surveillance requirements relocated to TRM. Please provide a copy of TRM.

Draft Item 4: In response to RAI 1(b) the KPS states that the snubber test program implements the ASME OM Code and ASME Section XI, 1998 Edition thru 2000 Addenda. Please explain how two Codes can be used for snubber program.

Draft Item 5: In response to RAI 3, KPS states that Since one snubber group is tested at each 18-months interval, the Snubber Test Program would allow up to 13.5 years between tests of individual small-bore snubbers. Please explain meaning of this statement.

Draft Item 6: SG large bore tested in 1996, 1998, 2001 and 2008 and 2009. Please explain what testing was performed during period between 2001 and 2008.

Draft Item 7: KPS did not provide any justification or hardship for relief, beyond the higher cost.

Draft Item 8: Please see Generic Issue 113, Dynamic Qualification and Testing of Large Bore Hydraulic Snubbers, and provide justification for relief.
