April 12, 2011 Dr. Mohamad Al-Sheikhly, Professor and Director Radiation Facilities and Nuclear Reactor Chemical and Nuclear Engineering Building 090 University of Maryland College Park, MD 20742

SUBJECT:

UNIVERSITY OF MARYLAND - APPROVAL OF REQUEST FOR AN EXTENSION (TAC NO. ME1592)

Dear Dr. Al-Sheikhly:

The U. S. Nuclear Regulatory Commission (NRC) received your letter dated March 17, 2011 (Agencywide Document Access and Management System (ADAMS) Accession No. ML110800045). In your letter you requested an extension of time from March 18, 2011, to May 2, 2011, to submit your final proposed Technical Specification (TS) document and your responses to our request for additional information (RAI) transmitted to you through a letter dated August 20, 2010 (ADAMS Accession No. ML102230338). In your letter you stated as the reasons for your request for extension that the dose calculations had not been completed, the calculation of the departure from nucleate boiling ratio (DNBR) had not been prepared by your contractor, GA, and the University would be closed during March 21-24, 2011.

We have reviewed and approved your extension request and have discussed the following two commitments during a teleconference with you on March 29, 2011:

1.

You will provide us within one week of the date of this letter a schedule with intermediate milestones for completing each individual RAI and your final proposed TS.

2.

Based on the above schedule, you will provide us status updates and deliverables on a weekly basis with a confirmation that you will meet the due date for responding to the RAIs, DNBR and final proposed TS by May 2, 2011.

In accordance with Title 10 of the Code of Federal Regulations (10CFR), Section 50.30(b), you must execute your final response in a signed original document under oath or affirmation. Your response must be submitted in accordance with 10 CFR 50.4, Written Communications.

Information included in your response that is considered security, sensitive, or proprietary, that you seek to have withheld from the public, must be marked in accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding.

M. Al-Sheikhly If you have any questions please contact Spyros A. Traiforos at 301-415-3965 or by electronic mail at Spyros.Traiforos@nrc.gov or myself at 301-415-1127 or by electronic mail at Alexander.Adams@nrc.gov.

Sincerely,

/RA/
