Enclosed is Revision 11 of the Columbia Generating Station Physical Security Plan and a synopsis of changes to the subject document. Enclosure one is submitted pursuant to 10 CFR 50.54(p)(2). The changes made were determined not to decrease the effectiveness of the approved plan.

Enclosure one and three contain safeguards information and should be protected in accordance with 10 CFR 73.21. Enclosure two contains security related information and should be withheld from public disclosure in accordance with 10 CFR 2.390.

The enclosures to this letter are provided on CD-ROM. Information regarding the CD is provided on page 3 in accordance with the NRC's Guidance for Electronic Submissions to the Commission (Federal Register Notice, 68 FR 58792, dated October 10, 2003).
