Re: FW: Pilgrim Fluence RAIs Ed, I passed on you e-mail to the staff. Please pass on this preliminary response to Amendment 16 to your staff and we will talk.

Thanks, Perry For the TLAA on the axial weld failure probability. They came up with a limiting fluence of 8.48 eel8 for this TLAA, however it should be only 3.3 eel8. This was an error in the max fluence backcalculation report by Structural Integrity Associates, Inc. It resulted from them assuming an invalid limiting mean RTNDT value for the axial weld failure probability. They pulled this number (172.4 deg. F) from the original BWRVIP-05 analysis. They should've used the number for the Pilgrim axial weld from the 3/7/2000 BWRVIP-05 SER supplement (114 deg. F).

This is a simple error, however it invalidates their conclusions in all of their revised RV neutron embrittlement TLAAs because the use of correct mean RTNDT value of 114 deg. F would result in the axial weld failure probability TLAA being the limiting TLAA for the fluence, and this limiting fluence value is lower (3.3 eel 8)than what they used (4.12 eel8) from the SAI report. The limiting fluence value of 4.12 eel8 from the SAI report is for the P-T limits/ hydrotest TLAA. If they backcalculated the limitng fluence for the axial weld TLAA correctly, it would be 3.3 eel8, which would be the most limiting fluence for all TLAAs (as opposed to 4..12 eel8 from the P-T limits TLAA).

Perry, Does the response below adequately answer the question you asked this morning regarding reference temperature?

RE: Pilgrim Fluence RAIs Ed, The reference temperatures for axial and circumferential welds came from the NRC SER for VIP-05. However, VIP-05 only applies for 32 EFPY.

Table 2.6-5 of the SER and VIP-74A apply for license renewal up to 64 EFPY. That's why the numbers are different.

I am available for a call anytime tomorrow after 10:00 a.m. EST.
