I just received confirmation from my administrative assistant that the meeting is confirmed for May 2 nd at 2pm here at Town Hall. The meeting will be on the 3 rd Floor in the Town Manager I Board of Selectmen's Office.

Page 2 of 2 I know you met with Bob Schaaf of the US NRC and my colleague John Szeligowski of Earth Tech a few weeks ago and were alerted to the upcoming audit at Pilgrim NPS for its license renewal. I will be reviewing the socioeconomic components of the DEIS and my colleague, Susan Provenzano, will be examining Land Use. We would very much like to meet with you and any other town officials that are interested in the subject. I would assume a representative of your planning/public works department and your budget/finance office may want to attend. In addition, you may have some political officials that would like this opportunity to meet with us and an NRC official.

If Tuesday afternoon May 2 nd works for you, we have allocated that time for meetings in Plymouth. If that is a problem, perhaps the following Thursday morning would work? I expect to have a list of specific questions and/or information requests to you within the week.

I would appreciate a quick response regarding your availability to meet on Tuesday because we are trying to organize meetings with officials in surrounding communities during this same audit period. Your cooperation will be most appreciated.

I ISSUES FOR DISCUSSION AND INFORMATION REQUESTS MAY 2,2006 MEETING - TOWN OF PLYMOUTH CONCERNING ENVIRONMENTAL REVIEW FOR PILGRIM NUCLEAR POWER STATION LICENSE RENEWAL

Participants:

Town of Plymouth, NRC, and Earth Tech Land Use and Zoning

  • Existing land use in the Town.
  • Is MassGIS data layer for land use accurate/up-to-date?
  • Location of individual residences and residential areas closest to Pilgrim Nuclear Power Station (PNPS) site.
  • Zoning of PNPS site, transmission line corridor, and adjacent areas.
  • Issues/conflicts between PNPS/transmission corridor and surrounding land uses?
  • Development projects recently approved, proposed, or being considered in the Town.

Ongoing and potential future land use and/or zoning issues relevant to PNPS; land use trends in the Town.

  • Future land use plans.
  • Coastal Zone Management (CZM) - coastal policy, revitalization efforts.

Transportation

  • Traffic counts on roads in vicinity of PNPS.
  • Traffic safety issues in vicinity of PNPS.

Water Supply

  • Most recent data on consumption and capacity of public water suppliers.
  • Areas of Town without public water supply (i.e., supplied by private wells).
  • Projected future demand for potable water from public suppliers and options for meeting that demand.
  • Any other (non-municipal) users of groundwater in the Town; projected demand.
  • Major users of groundwater in the vicinity of the PNPS site.
  • Is saltwater intrusion a concern?

Recreation

  • Public recreation areas in vicinity of PNPS and transmission corridor.
  • Recreational use of shoreline in vicinity of PNPS, including CZM implications.

Cultural Resources

  • Local ordnances/review processes protecting cultural resources.

" Listings/maps of town historic districts, historic buildings, scenic view sheds/roadways, and archeological sites.

" Local Native American tribal issues.

Natural Resources

  • Any ecological issues associated with the PNPS transmission line corridor.

Socioeconomics

  • Any current population estimates and projections.
  • Housing units added since 2000 (Building permit/COs).

Any data on transient populations - summer. visitors/second home residents; and migrant agricultural workers, etc.

  • Fiscal data for the town (have the on-line data) would like to see portion that property taxes represent of school budgets. Anticipated revenues from PNPS and NSTAR through 2012 (confirm $1 million PILOT from each during these years),

and share this represents of property taxes and General Revenues.

  • Any information on town's plan to deal with declining revenues from NSTAR/PNPS, especially with schools.
  • Any information on major Employers in the town (name/location/employees).

Any information on local fishing industry (both commercial and recreational)

Any information of local Environmental Justice populations (low-income and/or minorities).

Visuals and Aesthetics

  • Any scenic districts and/or special locations of scenic interest in the vicinity of the PNPS facility.

Schools

  • We have the on-line data from the Mass Dept. of Ed. But any changes/updates would be welcome.
