MIDCYCLE PERFORMANCE REVIEW AND INSPECTION PLAN -

FORT CALHOUN STATION

Dear Mr. Ridenoure:

On August 4, 2005, the NRC staff completed its performance review of the Fort Calhoun Station for the first half of the calendar year 2005 assessment cycle. Our technical staff reviewed performance indicators (PIS) for the most recent quarter and inspection results over the previous 12 months. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility in order for you to inform us of any planned inspections that may conflict with your plant activities.

This performance review and enclosed inspection plan do not include physical protection information. A separate letter designated and marked as Exempt from Public Disclosure in Accordance with 10 CFR 2.390 will include the physical protection review and resultant inspection plan.

Plant performance for the most recent quarter was within the Regulatory Response column of the NRCs Action Matrix based on a finding of low to moderate safety significance (White) in the Mitigating Systems Cornerstone involving the emergency diesel generator. This finding also resulted in the Emergency AC Power System Unavailability PI being White. This finding occurred when Diesel Generator 2 was unavailable for approximately 28 days due to an undetected fuse failure. This fuse failure preventedthe diesel generator from achieving rated voltage during testing on August 18, 2004. Analysis of the failure determined the fuse had actually failed during testing on July 21, 2004. A supplemental inspection was conducted in accordance with Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area, and was completed in June 2005. That inspection concluded that your staff had performed a comprehensive evaluation of the circumstances related to the emergency diesel generator failure and appropriate corrective actions were taken to address the root and contributing causes associated with the failure.

The enclosed inspection plan details the inspections, except those related to physical protection, scheduled through March 31,2007. In addition to the baseline inspection program, we also plan to conduct Inspection Procedure 50001, Steam Generator Replacement

Omaha Public Power District Inspections; Inspection Procedure 50003, Pressurizer Replacement Inspection; and inspection Procedure 71007, Reactor Vessel Head Replacement Inspection. The inspection plan is provided to minimize the resource impact on your staff and to allow for the early resolution of any scheduling conflicts and personnel availabilitjj issues well in advance of inspector arrival onsite. Routine resident inspections are not listed due to their ongoing and continuous nature. The inspections in the last 9 months of the inspection plan are tentative and may be revised at the end-of-cycle review meeting.

In accordance with 19 CFR 2.390 of the NRCs Rules of Practice, a copy of this ieiter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
