FORT CALHOUN STATION, UNIT NO. 1 - REVIEW OF LICENSE AMENDMENT REQUEST TO ADD LICENSE CONDITION TO INCLUDE LICENSE TERMINATION PLAN REQUIREMENTS - 2nd REQUEST FOR ADDITIONAL INFORMATION (EPID L-2021-LIT-0000) JUNE 2, 2023.

By letter dated August 3, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21271A178), as supplemented by letter dated January 13, 2022 (ADAMS Accession No. ML22034A602), and letter dated February 27, 2023 (ADAMS Accession No. ML23060A197), Omaha Public Power District (OPPD) submitted a license amendment request for Fort Calhoun Station, Unit No. 1 (FCS). The proposed amendment would add License Condition 3.D to include License Termination Plan (LTP) requirements.
To support the U.S. Nuclear Regulatory Commission (NRC) staffs technical review of the LTP license amendment request pursuant to the regulations in Title 10 Code of Federal Regulations (10 CFR) Part 50, please provide the additional information described in the enclosure. The NRC developed this set of requests for additional information (RAI) using the regulations in 10 CFR 50.82, 10 CFR 20.1402, and the related guidance in NRC Regulatory Guide 1.179, Revision 2, Standard Format and Content of License Termination Plans for Nuclear Power Reactors, NRC NUREG-1700, Revision 2, Standard Review Plan for Evaluating Nuclear Power Reactor License Termination Plans, and NRC NUREG-1757, Volume 2, Revision 2, Consolidated Decommissioning Guidance - Characterization, Survey, and Determination of Radiological Criteria, in its review of the application.
Also, by letter dated February 10, 2022 (ADAMS Accession No. ML22038A675), the NRC accepted the FCS proposed license amendment and LTP for review. At that time the NRC staff expected that its review of the application would take approximately 24 months from the date the application was accepted into ADAMS or an estimated completion date of September 28, 2023, to complete its review. However, due to the availability of staff resources that schedule for completion has been extended to the end of 2023.
Please provide a response to the RAI or a written request for additional time to respond, including the proposed response date and a brief description of the reason, by 30 days from the date of this letter.
