FORT CALHOUN STATION, COMMENCEMENT OF DECOMMISSIONING INSPECTION PROGRAM UNDER INSPECTION MANUAL CHAPTER 2561

Dear Mr. Marik:

By letter dated December 28, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16363A449), the U.S. Nuclear Regulatory Commission (NRC) informed you that the inspection program at Fort Calhoun Station would be performed under the provisions of Inspection Manual Chapter (IMC) 2561, Decommissioning Power Reactor Inspection Program. The objectives of the decommissioning inspection program are to verify that decommissioning activities are being conducted safely, that spent fuel is being stored safely, and that site operations and license termination activities are in compliance with applicable regulatory requirements, licensee commitments, and management controls. Implementation of the IMC 2561 inspection program does not alter the inspection schedule previously provided for the Independent Spent Fuel Storage Installation (ISFSI) and Emergency Preparedness inspections.

The enclosed inspection plan provides the inspection procedures scheduled through December 31, 2017, as part of the IMC 2561 inspection program. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you to discuss the inspection plan should circumstances warrant any changes. This inspection plan does not include security-related inspections. Information regarding security-related inspections will be sent under separate, non-publicly available correspondence.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter, its enclosure, and your response, if you choose to provide one, will be made available electronically for public inspection in the NRC Public Document Room or from the NRC's document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. To the extent possible, your response should not include any personal privacy or proprietary, information so that it can be made available to the Public without redaction.

Fort Calhoun Station Master Inspection Plan In accordance with the U.S. Nuclear Regulatory Commission (NRC) Inspection Manual Chapter 2561, Decommissioning Power Reactor Inspection Program, the NRC Region IV staff developed a Master Inspection Plan (MIP) for the Fort Calhoun Station for the calendar year 2017. The inspection plan is based on your schedule of activities planned for the period January through September 2017.

The following is a list of the routine and discretionary inspection procedures (IPs) that will be used during our inspections. The procedures used during each inspection will depend on the specific activities being conducted at the site and may be changed or modified from what is provided below. However, prior to the quarterly inspection, the inspection procedure numbers that will be used will be provided to Fort Calhoun Station staff. Additional discretionary inspection procedures may be used if decommissioning activities warrant.
