September 15, 2003 The Honorable John F. Kerry United States Senator One Bowdoin Square Tenth Floor Boston, MA 02114

Dear Senator Kerry:

I am responding on behalf of the U.S. Nuclear Regulatory Commission (NRC) to your letter dated July 28, 2003, in which you forwarded a copy of a letter sent to you from Ms. Jacquelyn Souza, Clerk of the Town of Dennis, Massachusetts. You asked the NRC to help your office address issues raised in Ms. Souzas letter.

The NRC also received the letter directly from Ms. Souza concerning the need for emergency planning in case of an incident at the Pilgrim Nuclear Power Station (Pilgrim), and the Towns request that NRC direct the licensee to transfer the spent fuel rods at Pilgrim to dry cask storage. We also received a similar inquiry from Ms. Anita Doucette, Clerk of the Town of Harwich, Massachusetts. We have enclosed our responses to Ms. Souza and Ms. Doucette regarding the issues raised.
