NMP1 P-T limits amendment Clyde:

As I told you on the phone, we have completed review of the fluence calculation and found the curves OK to the end of 23.38 EFPYs (end of Cycle 16). I then looked at the TS pages we issued to Pilgrim and Susquehanna, and found that the curves all have wording that clearly limit the EFPY or cycle number (see attached). Thus these two previous amendments confirm what I thought is the right thing to do: the licensee needs to propose curves with the EFPY or cycle limit clearly labelled. It is clear that for Pilgrim and Susquehanna, future amendments would be needed to extend the EFPYs; I dont see any way out of it.

One may argue, for NMP1, that we can impose a license condition to limit the EFPY of the curves, which would retain their label of 28 EFPY, until something happens in the future.

However, in my judgement, the licensee still has to propose such a license condition under 10 CFR 50.90, and this route is not as clean as the route already taken by Pilgrim or Susquehanna.
