informationinsufficienciesinitscharacterizationoftheregulatoryrequirementsorthelicensingbasisoftheplant.
TheproposedLARwouldreviseTechnicalSpecification(TS)3.8.3,DieselFuelOil,LubeOil,andStartingAir,
SurveillanceRequirement(SR)3.8.3.1,andSR3.8.3.2.TheproposedchangesreviseTS3.8.3byrelocatingthecurrent
storeddieselfueloilnumericalrequirementsfromtheTStotheTSBasessothatitmaybemodifiedunderlicensee
control.TheproposedchangesarebasedonTechnicalSpecificationTaskForce(TSTF)TravelerTSTF501,Revision1,
RelocateStoredFuelOilandLubeOilVolumeValuestoLicenseeControl.
ConsistentwithSection50.90ofTitle10oftheCodeofFederalRegulations(10CFR),anamendmenttothelicense
(includingthetechnicalspecifications)mustfullydescribethechangesrequested,andfollowingasfarasapplicable,the
formprescribedfororiginalapplications.Section50.34of10CFRaddressesthecontentoftechnicalinformation
required.Thissectionstipulatesthatthesubmittaladdressthedesignandoperatingcharacteristics,unusualornovel
designfeatures,andprincipalsafetyconsiderations.
TheNRCstaffhasreviewedyourapplicationandconcludedthatitdoesprovidetechnicalinformationinsufficientdetail
toenabletheNRCstafftocompleteitsdetailedtechnicalreviewandmakeanindependentassessmentregardingthe
acceptabilityoftheproposedamendmentrequestintermsofregulatoryrequirementsandtheprotectionofpublic
healthandsafetyandtheenvironment.Giventhelesserscopeanddepthoftheacceptancereviewascomparedtothe
detailedtechnicalreview,theremaybeinstancesinwhichissuesthatimpacttheNRCstaffsabilitytocompletethe
detailedtechnicalreviewareidentifieddespitecompletionofanadequateacceptancereview.Youwillbeadvisedofany
furtherinformationneededtosupporttheNRCstaffsdetailedtechnicalreviewbyseparatecorrespondence.
Basedontheinformationprovidedinyoursubmittal,theNRCstaffhasestimatedthatthislicensingrequestwilltake
approximately120hourstocomplete.TheNRCstaffexpectstocompletethisreviewbyJune17,2022.Ifthereare
emergentcomplexitiesorchallengesinourreviewthatwouldcausechangestotheinitialforecastedcompletiondateor
significantchangesintheforecastedhours,thereasonsforthechanges,alongwiththenewestimates,willbe
communicatedduringtheroutineinteractionswiththeassignedprojectmanager.
TheseestimatesarebasedontheNRCstaffsinitialreviewoftheapplicationandtheycouldchange,duetoseveral
factorsincludingrequestsforadditionalinformation,unanticipatedadditionofscopetothereview,andreviewbyNRC
advisorycommitteesorhearingrelatedactivities.AdditionaldelaymayoccurifthesubmittalisprovidedtotheNRCin
advanceorinparallelwithindustryprograminitiativesorpilotapplications.
