Nine Mile Point Unit 1 Docket No. 50-220 Change to Commitment Date for Response to Request for Additional Information (RAI) - Amendment Application Re:
Pressure-Temperature Limit Curves (TAC Nos. MB6687 and MB6703)
Gentlemen:
By letter NMPlL 1697, dated November 15, 2002, as supplemented by letter NMPlL 1708, dated January 15, 2003, Nine Mile Point Nuclear Station, LLC, (NMPNS) transmitted an application for amendment to the Nine Mile Point Unit 1 (NMP1)
Technical Specifications (TSs). The proposed amendment would revise the Reactor Coolant System Pressure-Temperature (P-T) limit curves and associated limit tables specified in TS 3/4.2.2, "Minimum Reactor Vessel Temperature for Pressurization." The amendment application also included a request for exemption from the requirements of 10 CFR 50.60, "Acceptance criteria for fracture prevention measures for lightwater nuclear power reactors for normal operation," since the altemative methodology of American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV)
Code Case N-640 was used to develop the new P-T curves and tables.
On April 24, 2003, the NRC staff transmitted by e-mail a list of issues for discussion regarding the proposed TS amendment and supporting Reactor Pressure Vessel benchmarking report (included in the January 15, 2003 supplemental submittal) and requested a telephone conference call with the NMPNS staff to discuss the identified issues. As requested, a telephone conference was held on April 30, 2003 between NRC and NMPNS staff representatives. A formal RAI was issued on May 6, 2003 to allow for a docketed response to the issues discussed during the telephone conference and included a commitment to respond to the RAI by June 30, 2003 as agreed by NMPNS.
Page 2 NMP1L 1738 The purpose of this letter is to inform the NRC staff that a change to the original June 30, 2003 commitment date for responding to the subject RAI is necessary. Based on the current schedule for data retrieval and contractor support, NMPNS has determined that the RAI response can be completed by July 31, 2003. Note that there is no safety significance associated with this short extension of the commitment date as the P-T limit curves and tables for NMP 1 remain valid for 28 Effective Full Power Years (EFPY). The estimated EFPY at the end of the current operating cycle (Cycle 16) is 23.29 EFPY.
