Application for Amendment of Operating License Enclosed please find Omaha Public Power District's (0 PPD) " Application for Amendment of Operating License" which seeks to amend the Fort Calhoun Station Unit No.1 Technical Specifications. The requested changes implement a qualified reviewer program for conducting reviews of Station procedures. This submittal supplements the Application transmitted by Reference 2 based on discussions among l Messrs. S. D. Bloom and F. R. Allenspach of the NRC and members of my staff, and the issuance of Amendment 141 to the Technical Specifications.

Attachment A contains replacement pages to the marked-up Technical Specific..tions transmitted by Reference 2. Attachment B provides replacement pages for the Discussion, Justification and No Significant Hazards Consideration Analysis transmitted by Reference 2. OPPD respectfully requests 90 days from the date of issuance to implement these proposed changes.
