Dear Mr. Eisenhut:

Combustion Engineering (C-E) has committed to provide results of testing on load limiting devices in the reactor vessel lower key horizontal supports.

This commitment was transmitted via the Reference as part of Amendment 6 to CESSAR-F. Specifically, Section 3.9.1.4.1 states that the " specification for the procurement of these load limiting devices includes a requirement for a test to demonstrate conformance to the required characteristics ... test results will be provided to the Nuclear Regulatory Commission ...".

The required characteristics for the load limiters are currently specified in CESSAR-F based on generic normal, upset, and safe shutdown earthquake loadings. In actuality, the load limiters are now being tested under plant specific normal, upset and safe shutdown earthquake loadings. Therefore, conformance will be demonstrated for the plant specific loadings at the Palo Verde Nuclear Generating Station site and test results will be transmitted to Arizona Public Service (APS) for submittal on their docket. C-E will provide the information to APS in the second quarter of 1983, which is compatible with their projected licensing schedule.
