Dear Mr. Eisenhut:

Reference (A) transmitted to Combustion Engineering (C-E) the Staff's request for information on the rapid depressurization and decay heat removal capability of the System 80" design. C-E provided via Reference (B) justification for the continued licensing of CESSAR-F in the interim and committed to identify a schedule for responding to the staff's questions. The purpose of this letter is to provide that schedule and indicate the scope of the CESSAR-F response.

The majority of the Staff's questions were considered to be generically applicable to C-E reactors without Power Operated Relief Valves and will be addressed as a C-E Owners Group (CE0G) activity. The NRC was informed of this in Reference (C). The CE0G report will be provided to the NRC, and referenced on the CESSAR-F docket, by June 30, 1983.

l Not all of the questions in Reference (A), however, will be answered on the CESSAR-F docket. A number of the question responses will rely upon plant-specific information from the balance-of-plant and must be deferred to the referencing applicant's docket. The questions are tabulated below for the purpose of identifying those questions which are considered to be within or outside of the CESSAR-F scope.
