James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Technical Specification Changes Regarding the Relocation of the SRC Review and Audit Requirements (JPTS-98-001)

Dear Sir:

This application for amendment seeks to revise Section 6 of Appendix A of the James A.

FitzPatrick Technical Specifications. Specifically, the following Technical Specificat. ion .

subsections are affected: l 6.5.2.8 - Safety Review Committee (SRC) Reviews;

/

. 6.5.2.9 - SRC Audits; and

.- 6.5.2.11 - SRC Records.

These changes relocate the SRC review, audit, and related record keeping requirements from the Technical Specifications to Chapter 17 of the Final Safety Analysis Report (FSAR) (i.e., Quality Assurance Program). The relocation of these requirements is in /

accordance with the guidance contain 3d in Administrative Letter 95-06.

Enclosed for filir6 is the signed onginal of a document entitled, " Application for Amendment to Operating License," together with Attachments I and 11, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation. A mark-up of the affected Technical Specification pages (for information only) is provided in Attachment lli. Attachment IV corttains a description of the changes to Chapte' 17 of the FSAR, and Attachments V and VI contain the proposed changes to the Quality Assurance Program, and a markup of these proposed changes (for information only).

In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being submitted to the designated New York State official.
