This'1etter is in response to Emergency Preparedness Inspection 50-333/92-06. That inspecticn report noted two topics that require discussion and reply.

The first topic regards Emergency Action Levels (EALs). The report identified "some restrictive EAL criteria as-

potential-inhibitors of timely classification of fast breaking events" and requested conclusions, planned actions and schedules associated with this concern.

EALs associated with FitzPatrick are adequate to allow operators to quickly and accurately classify events.

Changes, however, can be implemented to improve operator response. The Authority will undertake the following improvements to the JAFNPP EALs:

1. Formally review and document operator shift comments regarding EAL revision 7. These comments-will then be resolved and incorporated into the EALs.- -This will be completed and sent to the NRC for review by December 1, 1992.
2. . Complete a technical basis document and a revision of JAFNPP EALs. This work will include a review of the EALs arising from the NUMARC EAL revisior, process, a review of Nine Mile Point Units I and II EALs, and human s

EE_JNSPECTION 92-06 Page 2 factors recommendations. This revision will then be commented on and validated by operating crews in the simulator. This will be completed and sent to the NRC for review within 180 days after the formal issuance of the NUMARC EALs. (Some additional time may be required )

3. Finally, an EAL reference manual will be developed for ,

t:se by personnel and offsite agencies. This manual will be completed within 120 days after the aforementioned item. '

The second topic requiring a response was the "onshift ability to readily perform emergency tasks." The onshift

, ability to perform emergency tasks is adequate at FitzPatrick. Again, improvements may be made; to that end, NYPA~shall complete the following: '

1. Impreve onshift communications training by conducting some training as part of, or in conjunction with,.

licensed operator training in the simulator. This will be initiated.by December 1, 1992. ,

2. Additions shall be made to the operating shifts which will improve the ability of onshift crews to perform emergency tasks. These additions will be inntituted as ,

committed in the JAFNPP Results Improvement Program.

The Authority is taking an aggressive and forward approach .
