Areas Inspected: Seminar concerning past problems encountered in the elec-trical, instrumentation, and QA areas. A brief tour of the plant and storage areas was performed. This inspection involved a total of 12 inspector-hours on site by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Approximately 50 site personnel attended the seminar.

Functional or Program Areas Inspected 1.

On December 20, 1979, the RIII inspector conducted a seminar with approximately 50 quality assurance / control, engineering, and manage-ment personnel. The personnel in attendance were employed by Public Service of Indiana, Management Analysis Corporation, Commonwealth-Lord Electric Company, Continental Power Service Corporation, or EDS Nuclear Company. The purpose of the seminar was to discuss electrical, instru-mentation, and quality assurance problems previously encountered by IE inspectors and to place into perspective some of the key roles which installers and QC inspectors must perform. The goal of this seminar was to enhance public and plant safety. The agenda included:

a.

a brief description of the role of the NRC and some of the docu-ments that describe the requirements and commitments governing the construction activities; b.

a brief description of the NRC enforcement policies; c.

a discussion of specific electrical, instrumentation, and QA problems identified by RIII inspectors at other construction sites; and d.

a brief description of 10 CFR 21.

The RIII inspector, along with the IE resident inspector, took a brief tour of the plant, the cooling tower, and the main PSI varehouse. No apparent electrical or instrumentation activities, other than storage, had taken place to date.

No items of noncompliance were identified.

Exit Interview Since the primary purpose of this inspection was to conduct the discessed seminar and noting that all pertinent personnel were in attendance at the seminar, an exit interview separate from the seminar was not conducted.
