Schwe N W If Approved By: .F relli "' Reactor Construction and /' Engineering Support Branch Inspection Summary Inspection on August 15, 1979 (Report No. 50-546/79-14; 50-547/79-14) Areas Inspected: This was a special announced meeting to discuss the content of the " Order Confirming Suspension of Construction" dated August 15, 1979, and to insure this was fully understood by PSI.
This inspection involved a total of 56 inspector-hours at the RIII office by eight NRC inspectors.
Results: No items of noncompliance or deviations were identified.

Meeting The purpose of the meeting was to: Assure that the content of the "0RDER" suspending contruction was fully understood by PSI; confirm the licensee understood the needed corrective actions; establish mutual accord relative to the handling of vendor supplied safety related materials and site receipt of same; and discuss the ramafi-cations of the adverse findings documented in the NATIONAL BOARD OF PRESSURE VESSEL INSPECTORS inspection report dated July 10, 1979.
The immediate resolutions of this meeting were as follows: a.
The licensee may continue to nondestructively test and evaluate existing concrete to determine its adequacy.
b.
The licensee may continue the process of removing all existing concrete patches. However, this activity can be conducted only with the concurrence of an NRC isspector for each concrete patch.

The licensee may continue to accept on site and account for (number and condition) vendor supplies materials, vessel, and components. However, all such materials, components or vessels are to be placed on immediate " HOLD", stored and properly protected. No procurement documentary evidence of quality is to be evaluated, accepted or rejected without prior concurrence of NRC RIII.
d.
The reactor vessel or vessel internals may not be handled or received at the site without prior notification of NRC RIII.
- Daring this meeting the licensee acknowledged understaading of the issues outlined in the order and the elaborations provided by the NRC RIII staff. The licensee's corporate management confirmed its intent to correct all matters responsibly and comprehensively.
