Inspection Summary Inspection on August 15-17, 1979 (Report No. 50-546/79-13; 50-547/79-13)

Areas Inspected:

Surveillance of the Auxiliary Building, Unit 1 and Unit 2 containments, storage areas and miscellaneous areas to verify that activities in progress complied with the stop work order issued August 7, 1979, by the licensee and confirmed by the NRC on August 15, 1979.

This inspection involved a total of 24 inspector-hours on site by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected 1.

Construction Activities Surveillance of construction activities indicated that work in all Category 1, i.e.,

safety related work, had been terminated except for the protection of installed or in place components.

Work in other portions of the plant such as the turbine building and cooling towers is continuing but at a reduced rate.

This work may eventually be further reduced as the construction becomes dependent on work halted by the stop work order.

Concrete Patch Removal The licensee prepared a record sheet for recording results of the concrete patch removal.

The data sheet contained the following information; Patch No. and Location, Previous Patch Status and Verification of the test results by chipping. Verification signa-tures suggested were as follows:

PCA, PSI QA, S&L, Newbery QC, PSI Construction and space to indicate whether the NRC Inspector was present. A separate data sheet was suggested for each patch removed.

The final procedure for patch removal control will be reviewed and approved prior to use.

Record Review Newberg Marble Hill Procedure WPN-35, Dry Patch Patching, Revision B, dated June 24, 1979, was reviewed together with the comments from PSI, QC Section. The response to the comments was noted; however, a(ditional study of the specifications is required prior to acceptance of the procedure for use in Dry Patching. Other procedures reviewed were WPN-9, QAPN-10, WPN-25 and WPN-33.

Prior review of these procedures by NRC inspectors indicated these procedures were acceptable.

Review of Qualification and Training Records a.

N-MH QC Personnel The RIII inspector reviewed records of training classes given relative to the upgraded QC program requirements. On July 22, 1979, a class was given to five newly hired N-MH QC inspectors to indoctrinate them into the N-MH QA/QC organization.

N-MH procedures WPN-34, Rev. O and QAPN-10, Rev. 4 were discussel in detail during the session.

N-MH Production Personnel Records for training classes conducted for 27 N-MH concrete production per:onnel on July 27, 1979 were reviewed. N-MH procedure WPN-4 Rev. 10, and ACI-309 were discussed as they apply to pre pticement preparation and concrete placement /

consolidation u chniques. On July 31, 1979, the attendees of the July 27 training class were given an exam to evaluate their understanding of the requirements. The test results showed that all personnel scored 80% or better. This training was accomplished as part of the upgraded program commitments in accordance with WPN-9, Rev. 10, Section 4.5.3.

Exit Meeting The inspector met with those persons (denoted in the Persons Contacted paragraph) at the conclusion of the inspection on August 17, 1979. The inspector summarized the scope and findir gs of the inspection.
