Projects Section 2 Inspection Summary Inspection on August 7-10, 1979 (Report No. 50-546/79-12; 50-547/79-12)

Areas Inspected: Category 1, safety related structures, observed the cessation of all category 1 safety related work as contractors complied with the stop work order issued by PSI; observed areas in the Unit I containment and Auxiliary Building where defective patches of concrete had been removed; performed surveillance of site activities and observed storage of plant equipment; site tour and discussion with United States Senatorial representatives.

This inspection involved e total of 31 inspector-hours on site by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Discussion and Site Tour with U. S. Senate Representatives On August 9, 1979, representativer of U. S. Senator Birch Bayh's office toured the Marble Hill Plant Site. The Senate representatives conducted discussions with officials of Public Service of Indiana, and an NRC inspector.

During these discussions the NRC inspector described the NRC inspection methods and results relative to the noncompliances and allegations involving site construction.

Functional or Program Areas Inspected 1.

Stop Work Order The inspector's arrival on site coincided with the announcement by

Vice President S. W. Shields that, effective immediately, Public Service of Indiana (PSI) was terminating construction on all class I structures. The stop work order was to remain in effect pending resolution of problems in the structural, quality assurance and organizational areas. The stop work order was issued at the begin-ning of day shift, August 7, 1979.

As a result of the order, no category 1 work was in progress except

for the storing of tools and equipment and protection for equipment previously installed. The inspector provided surveillance of the 1204 048~

construction site to observe that the construction activities were in conformance with the stop work order and that no category I work was performed. The activities in progress conformed with the order.

The licensee informed the inspcetor that several changes in the organization were being made. These and other changes will be announced by press release as they occur.

In addition, an outside organization is being engaged by PSI to

,

perform a complete management organization analysis.

Plans are to reevaluate job descriptions and contractor interfacing areas.

Contruction Status The construction forces were reduced from approximately 1400 to 600 as the category 1 work was terminated.

Construction of nonsafety related items is continuing.

Exit Meeting The inspector met with those persons (denoted in the Persons Contacted paragraph) at the conclusion of the inspection on August 10, 1979. The inspector summarized the scope and findings of the inspection.
