August 16, 1990 Docket Nos. 50-528, 50-529 and 50-530 Mr. William Executive Vice President Arizona Public Service Company Post Office Box 52034 Phoenix, Arizona 85072-2034

Dear Mr. Conway:

SUBJECT:

SEISMIC ADEQUACY OF NYLON CABLE TIES AT THE PALO VERDE NUCLEAR GENERATING STATION (PVNGS)

(TAC NOS. 68406, 68407, AND 68408)

On March 30, 1988, NRC Inspection Report No. 50-528/88-01 was issued pertaining to the Safety System Functional Inspection (SSFI)

conducted at PVNGS.

This report identified a concern regarding the seismic adequacy of ny 1 on cable ties whi ch are used to suppor t electri ca 1 cab 1 es in vertica 1 cab 1 e trays at PVNGS, Units 1, 2, and 3.

By letter dated June 10, 1988, as supplemented April 4, 1989 and January 26, 1990, Arizona Public Service Company (APS) responded to this concern.

Based on our review of your responses, we conclude that your analysis of the nylon cable ties adequately addresses the seismic concern raised.

Our Safety Evaluation is enclosed.

Therefore, the subject cable tie adequacy issue is resolved.
