STN 50-498, STN 50-499 Response to Notice of Violation 498/8882-01; 499/8882-01 Statement of Violation 10 CFR Part 20.408 (b) requires that the licensee notify the NRC of the radiation exposure received by individuals who were employed by the licensee, or who were assigned to work at the licensee's facility and were not employed, and who have terminated employment or work assignmen Such a report shall be furnished within 30 days after the exposure of the individual has been determined by the licensee or 90

days after the date of termination of employment or work assignment, , whichever is earlie CFR Part 20.409(b) and 10 CFR Part 19.13 require that when a licennee is required pursuant to 20.408 to report to the NRC any radiation exposure of an individual, the licensee must also notify the individual at a time no later than the NRC is notifie Contrary to the above, the NRC inspectors determined on December 8, 1988, that the licensee had not reported radiation exposure results to the NRC or the affected individuals, for several individuals that had worked for the licensee or were assigned to work at the licensee's facility during the period of July 1987 through August 198 I Houston Lighting & Power Position EL&P concurs that the cited violation occurre II Reason for Violation The root cause of the failure to submit reports of radiation exposure in a timely manner was lack of a consistent method for determining when an individual would no longer be subject to radiological exposure while at the South Texas Project Electric Generating Station (STPEGS).

STN 50-498, STN 50-499-Response to Notice of Violation 498/8882-01: 499/8882-01 I Corrective Action Taken and Results Achieved l In order to ensure that all outstanding notifications of personnel exposure are issued, Reports of Terminating Individual's Occupational Exposure (exposure reports) will be distributed to the NRC and to STFEGS personnel previously issued TLD's if 1) The individual is not listed on the TLD roster as currently possessing a TLD, and 2) The individual's exposure history file indicates that an exposure report.has not been issue Distribution will be completed by March 1, 198 . Corrective Action Taken to Prevent Recurrence P order to prevent recurrence of failure to submit exposure reports in a timely manner,' dosimetry personnel will periodically monitor the activities of personnel assigned TLD's to identify those who no. longer need one. Security badge transactions will be the primary mechanism for determining'that dosimetry is no longer required. Additionally, termination whole body counts and entrance frequency on radiation work { permits will be reviewed. If monitoring results indicate that a TLD is I no longer required for the individual, the individual is removed from the TLD roster. An exposure report is to be processed following removal of an individual from the active TLD roster. Monitoring is to be performed at least monthly. Such monitoring will identify those  ! individuals for whom exposure reports are required whether their job assignment has changed, or their employment at STPEGS has been terminated. Note that an exposure report will be processed upon removal of an individual from the active TLD roster in the required time frame regardless of employment statu . I V Date of Full Compliance
