South Texas Project Electric Generating Station Units 1 and 2 Docket Nos. STN 50-498, STN 50-499 Response to Deficiencies (498/8842-01, 02, 03; 499/8842-01, 02, 03)

Houston Lighting & Power Company has reviewed Inspection Report 88-42 dated August 11, 1988, and submits the following responses to the identified deficiencies.
1) Deficiency 498/8842-01; 499/8842-01:
The control room communicator was not effective in his functions.
During the site evacuation, the communicator did not transmit instructions to the evacuees. This resulted in delayed evacuation and accountability of site personnel.

Plan and Schedule:
The procedures governing the use of the Quintron communications consoles will be modified to provide accurate operating instructions.
The communicators will be retrained on the changes.
Completion of the corrective actions is expected by December 31, 1988. The effectiveness of this training will be monitored in drills and exercises through the year and will be demonstrated to the NRC during the 1989 Graded Exercise to clear this deficiency.
2) Deficiency 498/8842-02 499/8842-02:
The second mechanical repair team dispatched to repair the secondary purge exhaust was delayed between 1:32 p.m. and 2:15 p.m.
This delay was due to the inability of the health physics technicians to obtain personnel exposure history required for higher dose authorization.

Evacuation of personnel after sounding the site evacuation alarm was slow and occurred in two groups. The licensee staff did not make announcements throughout the site giving directions to evacuees. As I
a consequence, site personnel stayed la a hazardous environment for a longer' time.than necessary.
