Houston Lighting & Power Company has reviewed Inspection Report 88-42 dated August 11, 1988, and submits the following responses to the identified deficiencie ) Deficiency 498/8842-01; 499/8842-01:

The control room communicator was not effective in his function During the site evacuation, the communicator did not transmit instructions to the evacuees. This resulted in delayed evacuation and accountability of site personne +'

Plan and Schedule:

The procedures governing the use of the Quintron communications consoles will be modified to provide accurate operating instruction The communicators will be retrained on the change Completion of the corrective actions is expected by December 31, 1988. The effectiveness of this training will be monitored in drills and exercises through the year and will be demonstrated to the NRC during the 1989 Graded Exercise to clear this deficienc ) Deficiency 498/8842-02 499/8842-02:

The second mechanical repair team dispatched to repair the secondary purge exhaust was delayed between 1:32 p.m. and 2:15 This delay was due to the inability of the health physics technicians to obtain personnel exposure history required for higher dose authorizatio ___ ..$ 0 0 0-&-k A(I-V
