Inservice Testing (IST) Program - Pumps and Valves (73756)
The objectives of this inspection were to evaluate the implementation of tha South Texas Project Electric Generating Station (STPEGS), Unit 2, IST program for safety-related pumps and valves, and to assess the adequacy of the testing pertonned with respect to the licensee comitments and requirements of Section XI of the ASME Code, IST Program Overview The NRC inspector ascertained from IST program teview that the STPEGS, Unit 2, IST program for pumps and valves is subject to the requirements of 10 Chi 50.55a(g); Regulatory Guide 1.26. Revision 3; and the ASME Boiler and Pressur, Yessel Code,Section XI, Subsections IWP and IWV, 1983 Edition through Summer 1983 Addend The STPEGS Final Safety Analysis Report (FSAR), Piction 3.9.6,

addresses the licensee connitments to ASME Code requirements. The IST program is described in the "Unit 2 Pump and Valve Inservice Test Plan" which has been submitted to NRR for approval prior to fuel loadin ,
STPEGS Plant Procedures OPGP03-ZE-0004, "Plant Surveillance Program;"
0F"003-ZE-0021, "Inservice Testing Program for Yelves;"
OPGP03-ZE-0022, "Inservice Testing Program for Pumps;" and OPG03-ZE-0055, "Plant Surveillance Scheduling," are the four principal administrative procedures that describe and establish the general requirements for the administrative structure and division of responsibilities in implementing the overall IST progra <
The STPEGS, Unit 2 IST contains only minor changes to the Unit 1 progra Site engineering coordinates both program There were no violations cr deviations identified during review of the above program area, Review of IST Test Procedures During the inspection, the NRC inspector reviewed the Unit 2 plant status relative to IST procedure development and functional tests completed to date. In discussions with the cognizant IST engineer, the NRC inspector was informed that under the current preoperational testing schedule, IST functional testing of pumps and valves will start in early November. This will provide a 6-week time period prior to fuel loading to complete preoperational technical specification (TS) and inservice surveillance testing and initiate the start of the test intervals prescribed by the TS and IST program requirement Development and issue of the Unit 2 IST implementing test procedures appear to be compatible with the preoperational test schedule. The NRC inspector conducted a random selection of some 15 completed and ,
approved test procedures. The NRC inspector concluded from his i review that the test procedures, aside from being identical to Unit 1 procedures, are well structured, complete, and consistent with ,
regulatory and ASME requirement l c, IST (l.ocal Leak Rate Tests) Appendix J Approximately 198, IST Cetegory A, A/C valves are leak tested per eppendix J to 10 CFR 50 requirements at each refuel ng outage, in I addition to ASME,Section XI requirements for exercising and stroke time measurements on a more frequent basis. During this inspection, the NRC inspector selected eight test reports (each recording multirle valve test results per containment penetration) for revie The test reports documented the test results of Type C, local leakage rate tests conducted during the period May through June 1988, for the following containment penetrations:
. .. . . ,
.
Containment Penetration No. M-69 (3 Valves)
Containment Penetration No. M-51B (3 Valves)
r antainmentPenetrationNo.M-61(3 Valves)
Containment Penetration No. M-48 (3 Valves)
Containment Penetration No. M-46 (3 Valves)
Containment Penetration No. M-77 (3 Valves)
Containment Penetration No M-9 (4 Valves)
Containment Penetration No. M-17 (4 Valves)
The NRC inspector's review was conducted in conjunction with the
"Unit 2 Pump and Valve IST Plan," and Procedure SG-M-04, "Local Leak Rate, Attachment 8.5 Acceptance Criterion."
No violations or deviations were identified during review of the above program area.
j Preoperational Testing Procurement Control and Receipt, Storage, and Handlitig of Equipment and Materials (35746 and 35747)
During this inspection, the NRC inspector conducted a followup review of any significant changes in activities relative to procurement control and receipt, storage, and handling of equipment and materials. In discussing these activities with the cognizant HL&P purchasing manager, the NRC i inspector was informed that the activities for Unit 2 remained within the Bechtel Management Contract and were being implemented under Standard Site Procedures SSP-46 and SSP-9 HL&P is currently structuring a site procurement organization that will assume full management control of these activities subsequent to fuel loading, in a progressive integrating sequenc In reviewing the preoperational procurement activities administered by the Bechtel Organization, the NRC inspector observed that the majority of
'
purchases initiated by Bechtel during this preoperational phase have been for nonsafety-related items. The NRC inspector selected the following procurement packages for review:
Purchase Order BF-47891, "Coil Body," Quality Class 5 (Startup l System 2DG02, Commercial Grade) i
- Purchase Order BF-47635, "Return for Rework, Miniflow Valv S/N 57014," Quality Class 3 (Startup System 2AF02)
Purchase Order BF-45763, "Motor Bearings NSK-6310 or Equal " Quality Class 9 (MAB Supplementary Exhaust Fan 8V102VFN013)
The NRC inspector's review was conducted in conjunction with SSP-46,
"Field Material Requisition Preparation and Approval"; SSP-99, "Comercial Grade items"; and Bechtel, "Individual Job Site Instructions Procurement."
There were no violations or deviations identified during review of the above program are . -

' Heat Treatment - Steam Generator Tube U-Bends i
L During this inspection, the NRC inspector conducted an overview of the ;
'
Westinghouse (j{} activities relative to the results of heat treating steam
'
generator tube u-bends, Rows 1 and 2. The onsite W engineering representative l provided the NRC inspector with a complete "w31k-tWrough" of the heat treating process, methods, equipment, and verification of heat treating i'
i Row I and Row 2 u-bends in the W Model E Steam Generators. The intent is to increase the margin of resistance to primary water stress corrosion i cracking (PWSCC) in the u-bend region, specifically the transition at the tangent points, including 1/2-inch below the tangent point on each le ;
W Procedure STD-FP-1988-3817. "South Texas 2 Model E2 Tube U-Bend Heat l l Treat Field Procedure," is the principal administrative controlling l 1 document utilized throughout the proces ,
,
The NRC inspector made a random review of the accumulated heat treatment t data for the 240 u-bend tubes. The NRC inspector observed no :
