SUMMARY l
Inspection on December 5-7, 1979 Areas Inspected
)
This routine, unannounced inspection involved 19 inspector-hours onsite in the areas of construction status, structural concrete QA/QC controls and quality J
records, settlement survey quality records, and licensee action on previous inspection findings.
Results Of the four areas inspected, no apparent items of noncompliance or deviations were identified in three areas; one apparent item of noncompliance was found in i
(Deficiency - Sampling and testing of concrete aggregate paragraph 7).

- Attended exit interview 2.
Exit Interview The inspection scope and findings were summarized on December 7, 1979, with those persons indicated in Paragraph 1-above. The licensee acknowledged-the noncompliance discussed in paragraph 7.
3.
Licensee Action on Previous Inspection Findings (Open) Unresolved Item 491/79-05-01, 492/79-05-01, and 493/79-05-01.
a.
Use of curing compound on surfaces to which concrete is to be bonded.
Discussions with licensee representatives disclosed that use of curing
'
compound on construction joints has been discontinued..The inspector reviewed procedure number CKB-62, " Curing of of Design Concrete," Rev.
O, dated October 15, 1979,.which specifies that curing compound is not j
to be used on construction joints. This item remains open pending further evaluation by NRC of the acceptability of the past use of curing compound on construction joints.

(0 pen) Noncompliance 491/79-10-01,'492/79-10-01, 493/79-10-01:
Place-
. ment of NSW dam filter materials at densities less than specified.
The licensee divided the drain and filter zone which had been compacted to less than 80 percent relative density into three' general areas with
- -
- the following action in each area:
,
-
,
(1) ' Area 1. (chimney drain) - The inspector observed replacement and
_
compaction of transition and. fine: filter material.in the chimney drain between stations 16+00 and 18+50.
The inspector.also observed replacement and compaction of General Group 1 materials

-2-which had been excavated adjacent to the chimney drain between stations 16+00 and 17+50.
Fill operations were continuously monitored by QC inspectors.
(2) Area 2 (covered blanket drain) - The inspector reviewed Noncon-forming item. report (NCI) number 842. The disposition of this NCI specifies removal of the Group I soil covering portions of the blanket drain which do not meet conpaction requirements, recompaction of the areas in question, and retesting to confirm compliance with design and specification. requirements. Remedial work in Area 2 will not start until next construction season.
(3) Area 3 (exposed blanket drain) - Prior to covering the blanket drain in area 3 with Group I soils, testing will be performed to confirm materials in this portion of the blanket drain are com-pacted to specification requirements.
This item rema'ns open pending completion of the licensee's
corrective actions.
4.
Unresolved Item Unresolved items were not identified during this inspection.
5.
-Independent Inspection Effort The inspector examined the following areas:
a.
Construction status b.
Concrete batch plant c.
Soils and concrete laboratory and currentness of calibration of laboratory equipment.

Duke Power Report dated July 12, 1979, "Melment Evaulation and Testing".
This report discusses the results of tests performed on concrete using a super plasticizer admixture and the effect of use of the super plasticizer on slump, durability (freeze - thaw), segregatian, bleeding, strength, uniformity of mixing, and performance. The report concludes that use of this admixture has no adverse effect on plastic and hardened concrete' properties.

Containment (Structural Concrete) - Review of Quality Assurance Implementing Procedures - Units 1, 2, and 3
The inspector performed a follow-up inspection of QA-QC controls for contain-ment structural concrete. The following procedure were examined to determine if work activities and quality control and quality assurance functions were provided for as ' stipulated in NRC requirements and PSAR Section 3.8.1.6:

- W-4-Results of reactivity and ' potential reactivity tests performed on e.
concrete aggregate sampled on February 14, 1979.
f.
Results.of L.~ A. Ab'rasion test performed on coarse aggregate from April, ~1979 to date.
Review of the above records and discussions with responsible engineers disclosed the following noncompliance: Cherokee specification P81S-1109.00-00-0001 requires that concrete aggregate be sampled and tested for soundness and potential reactivity at 6 month intervals. However, after_the concrete aggregates were' sampled for soundness-and potential reactivity testing on February 14, 1979, no additional samples were obtained for these tests until November 28, 1979. The test was identified to the licensee as
' Deficiency 491/79-01, 492/79-01 and 493/79-01, " Sampling and testing of concrete aggregate". NCI number 1119 was written by the licensee to document and resolve this item.
No deviations were identified.
