Results Of the seven areas inspected, no apparent items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on March 16, 1979, with those persons indicated in Paragraph 1 above at the site. Dis-cussion included the Part 21 posting, containment plate welding and vendor surveillance.

In addition discussion was held on the concrete curing and the honeycombed concrete condition both of which were closed in this report.

Licensee Action on Previous Inspection Findings (0 pen) Infraction (491/79-03-04), Concrete Cylinder Moist Curing a.

Room Temperature Control.

Duke Power Company (DPC) has corrected the condition identified by the IE inspector. Daily logs are being kept on a continuous basis. A program has been adopted wherein the security personnel have been assigned responsibility to read the

moisture and temperature conditions in the cylinder curing room on weekends and to record the data in the daily log. This item will remain open until Duke's written response has been received by RII identifying the action taken by them to prevent recurrence of the problem.

b.

(Closed) Unresolved Item (491/492/493/79-03-02) Honeycombed Concrete.

The honeycombed condition in the ceiling areas of the sump rooms has been examined by the licensee since all of the forms have now been removed exposing all the interior surfaces. The IE inspector viewed the newly exposed surfaces and did not note any additional 2232 181

honeycombed surfaces.

The licensee's engineering department has made a preliminary review of the condition and has not found any

safety significance. The IE inspector examined the " Inspection of Honeycombed Concrete Repair" (from M-2N) for NCI 0415, 0416, 0366, and 0367. These completed forms indicate approval of the completed repairs.

The inspector has no further questions.

4.

Independent Inspection a.

The inspector observed the pre-assembly operations of containment p! ate pieces 1BD-02 and IBD-01 for Unit 1.

These pieces were located in their fitup location on the pre-assembly platform.

These pie shaped sections had been cleaned, ground and tack welded in preparation for welding to Specification P81S-1144.10-00-0001,

" Specification for Field Welding and Erection of Containment Vessels".

b.

The inspector reviewed the DPC program for Vendor Audits, Surveys and Surveillance with Duke Power Company management in Charlotte.

The surveillance record track sheet for Reactor Vessels, Steam generators and pressurizers supplied by Combustion Engineering

(NSSS) f rom their Chatanooga plact was examined. Specific reactor vessel surveillance reports dated January 10-11, 1979, November 29-30, 1978 and November 15, 1978 were examined.

No items of noncompliance or deviations were identified.

Part 21 Posting Requirement Duke Power Company Construction Procedure R-5 and Duke Power Company Quality Assurance Procedure QA-121 " Nuclear Regulatory Commission Reporting Requirements identify the 10 CFR 21 posting requirements and responsibilities.

This procedure specifies that " Enclosure 8.2 (the posting notice) shall be posted in a conspicious position on any premise where activities subject to the regulation are conducted". DPC is implementing this by posting notices on bulletin boards in the QA/QC offices located in the administrative building and on bulletin boards near gates where all workers must pass daily. The DPC postings include Section 206 of the Energy Reorganization Act of 1974, identification of the DPC implementing

procedure and identification of the personnel through which copies of 10 CFR Part 21 can be obtained.

Inspector Follow-Up Item (Closed) Inspector Follow Item (491/492/493/79-03-03), Curing of Category I Concrete. The licensee has prepared a revision to the Construction Procedure M-2 in the area of concrete curing inspection. The new issue does provide a space for recording curing inspection results but not specific temperature readings. However the procedure requires the QC inspector to verify that all requirements have been met. This insures that concrete temperatures will be measured during periods when extremes in temperature are experienced. Inclusion of these items complies with ANSI N45.2.5-1974, section 4.7.
