Exit Interview The inspection scope and findings were summarized on October 26, 1979, with those persons indicated in Paragraph 1 above.
Licensee Action on Previous Inspection Findings (Closed) Infraction 491-492-492/78-08-02; Calibration of sieves.
The inspector reviewed the final approved Revision 18 to procedure 0-1, " Control of Measuring and Test Equipment" which adds calibrations of sieves at 6-month intervals to the calibration. Calibrations were performed in June and July 1979.

Unresolved Items Unresolved items were not identified during this inspection.

Rebar Installation Chapter 5, of ACI 301-72, " Specification for Structural Specification No.
P815-1109.00-00-0001, Rev. 5, titled " Specification for Concrete for Category 1 Structures" was reviewed in conjunction with observation of rebar installation in the auxiliary building area surrounding the containment. The general grade, type and details of reinforcing steel are in accordance with the design drawings and purchase order specifications. The rebar is placed in accordance with AC1 301-72 except as modified by the Duke specification.
Where field bending of reinforcing bars partially embedded in hardened concrete is necessary, it is to be performed in strict accordance with construction procedure CKB-17. This procedure includes requirements for a form CDB-17A which must be completed before bending. Permanent bending not in accordance with design drawings is prohibited unless approved by Design 1543 121

Independent Inspection Effort The inspector examined the containment and auxiliary building areas of Unit I to observe construction activities in progress. The bottom dollar and the first zone pieces of the spherical containment were in place. The final closure weld of zone I had not yet been started.
In addition the inspector examined the common areas of Units 1, 2, and 3 inclusive of the NSW dam, pump structure and other auxiliary dams throughout the site. In general the inspector examined various other areas of the site observing construction work and related activities in progress, the general state of housekeeping and storage conditions of materials.
No items of noncom-pliance or deviations were identified.
6.
Surveillance Schedules The inspector examined the Cherokee surveillance schedule for the fourth quarter of 1979 and the completed schedule for the third quarter. The record shows that a monthly surveillance was made by Duke QA on several areas of concrete work, earthwork, containment, Cadweld installation, storage, piping, and welding.
A monthly surveillance of each area is scheduled for the fourth quarter of 1979. No items of noncompliance or deviations were identified.

IE Bulletins Closed:
IEB 79-09, Failures of GE Type AK-2 Circuit Breaker in Safety Related Systems. Duke replied to this bulletin on July 16, 1979, advising that a review of the design of Cherokee Nuclear Station revealed that no GE Type AK-2 circuit breakers are used or planned for use in safety related systems at this station.
