Exit Interview The inspection scope and findings were summarized on July 6, 1979, with those persons indicated in Paragraph I above.

Licensee Action on Previous Inspection Findings (0 pen) Noncompliance 491/79-10-01, 492/79-10-01, 493/79-10-01:
Placement of NSW Dam Filter Materials at Densities Lers Than Specified.
Cherokee Specification CKS-114.00-00-0001 requires that filter materials be compacted to a minimum of 80 percent relative density. During a Region II I&E inspec-tion of June 12-13, 1979, it was disclosed that an error in QC testing had resulted in compaction of filter materials to less than the mimimum specified density.
The licensee informed RII:IE by letter, dated June 15, 1979 of their commit-ment to discontinue any field operations which involve drains and filters on the nuclear service water dam until the problem has been evaluated and a resolution which is acceptable to the NRC has been decided upon.
The inspector participated in a technical meeting with the licensee's construction, design and AE representatives, whereby the licensee presented an analysis and resolution of the problem. The drain and filter problem was divided into three general areas with the following action in each area:

-2-(1) Area 1 (chimney drain) - Materials are to be removed and replaced as shown on Duke Power Drawing CK-0026-07. Testing will be performed to verify that improperly compacted material has been removed. A prelimi-nary copy of the drawing was reviewed by the inspector.
(2) Area 2 (covered blanket drain) - Area will undergo additional density testing and evaluation for subsequent review by the Nuclear Regulatory Commission. No new work is to be done in this area until the testing and evaluation is reviewed by RII:IE.
(3) Area 3 (expu_ed blanket drain) - Area will be additionally compacted.
Density tests will be performed to confirm acceptability.
For record purposes, the licensee requested release from the self-imposed commitment to stop work in the above areas by letter, dated July 9,1979.
The Region II office responded to this request by letter, dated July 10, 1979. This item remains open pending receipt of licensee's response and implementation of corrective action.
