Routine inspection by the IE Regional Resident Inspector (RI) of safety-related' construction activities including protection of.the i
reactor vessel and other components of the nuclear steam system supplier; j
(NSSS), material lay down and storage areas; electrical work; welding I
and nondestructive testing of reactor coolant system, and safety related

system piping. This inspection involved 52 inspector hours by one NRC Inspector.

Fabrication of Reactor Coolant Pressure Boundary and Safety Related Piping Systems During the reporting period, the inspector observed work in-a.
cluding handling, protection, inspection of reactor coolant pressure boundary and safety related piping systems.
(1) The welding of liigh Pressure Coolant Injection System:
weld 2EM-05-F007 was observed. The weld area was free of any grease or particles and the welder was certified as qualified for the procedure specified to be used for welding the pipe joint.
No items of noncompliance or deviations were identified.

Nuclear Steam System Supplier (NSSS) Equipment The inspector observed the inplace storage and protection of a.
NSSS components and piping.
The piping assemblies, reactor vessel internals, and reactor vessel head was properly stored and protected.
No items of noncompliance or deviations were identified.
Piping System Nondestructive Testing During the reporting period the inspector observed non-a.
destructive testing (Liquid Penetrant) of welds in instrument piping Reactor Coolant System loop 2.
(1) The welds were BB-13FW-166, 178 and 170.
(a) The surface of each weld was satisfactory for the performance of liquid penetrant examination.
(b) The technique was satisfactory and was performed by a qualified inspector.
No items of noncompliance or deviations were identified.

Electrical Cable Installation During the reporting period, the inspector observed work including a.
installation, handling, and protection of electrical cables.
Specifically, work associated with these electrical cable pulls was observed:
(1) Cable Pull 0263 Cables 4 EGG 06AC 4 EGG 10AC (2) Cable Pull 0996 Cables 1EJG04AE 1GGR02AA (3)
Cable Pull 0248 Cables 4BMYO2AB 4BMYO2BB (4) Cable Pull 2095 Cable 1BBK06AA (5) Cable Pull 0899 Cables 4NBB15AA 4NBB14AA (6) Cable Pull 0236 Cable 4 SAC 10AA b.
For each of the pulls some or all of the following activities were observed:
(1) Pull cards were in use, (2) the cables were identified, (3) Quality Control inspections were performed and Quality Control personnel witnessed the pull.

On one occasion water was dripping from the floor at the 2032 level onto the top of electrical panels located at the 2016 level.
Immediate action was taken by the Licensee to stop and clean up the water. A nonconformance report was written to identify the panel that water was in contact with so that a thorough inspection could be performed of the panel internals.
No items of noncompliance or deviations were identified.

Exit Meetings The resident inspector attended an exit meeting on October 3, 1980 conducted by Region III Inspectors J. Niesler and H. Wescott. The resident inspector atter.ded Case Load Forecast Panel Meetings conducted by H. M. Stark and W. H. Lovelace of the Nuclear Regulatory Commission on October 9 C 10, 1980.
The inspector met with licensee representatives (denoted under Persons Contacted) on October 10, 1980 and November 3, 1980. The inspector summarized the scope and findings of the inspections performed. The licensee rcptesentatives acknowledged the findings reported in previous paragraphs.
