Included a review of the Security Plan and Implementing Procedures; Management Effectiveness; Security Organization; Security Program Audit; Physical Barriers - Protected Area; Physical Barriers - Vital Areas; Lighting; Assessment Aids; Access Control - Personnel; Detection Aids - Protected Area; Detection Aids - Vital Areas; Alarm Stations; Communications, and the Protection of Safeguards Information. The inspectors also reviewed licensee actions on four previously identified open items, and the licensee's review of IE Information Notice No. 86-91.
Results: The licensee was found to be in compliance with NRC requirements within 13 of the 14 arsas examined. One violation was identified:

Detection Aids - Protected Area: The licensee's Protected Area intrusion detection system failed to detect an intruder in two zones (Section 7).
Three of the four previously identified open items were closed. The open item relating to CCTV (50-454/86038-02) remains open.
One open item was identified in the area of protected area lighting.
