Inspection 50-443/80-13 and 50-444/80-13 This refers to your letters deted February 23, 1981 and May 5,1981, in response to our letter dated January 20, 1981.
Based on a May 27, 1981 telephone conversation between Messrs. J. DeVincentis, G. F. Mc:. 'nald, Jr., and others of your staff and Mr. R. M. Gallo and others of this c-fice, we understand that the actions stated in your letter dated May 5, '.961 provide for correction of our concerns regarding cadweld place-ments. However, it is our position that the design control inechanism utilized to permit the sub' ject cutting of rebar did not include " measures corrnensurate with those applied to the original design" as *requ' ired by 10 CFR 50, Appendix B, Criterion III.
