Inspectioc Summary Inspection on July 6-8, 1981, (Report No. 50-440/81-12.; 50-441/81-12)

Areas Inspected: Unannounced routine inspection of the licensee's program for control of inscalled plant instrumentation and test equipment calibra-tions. The inspection involved a total of 22 inspectoi-hours by one NRC inspector on site.

Resultsi In the area inspected, no apparent items of noncompliance or deviations were identified.

- Test and rieasurement Equipment Program The program for control of test and measurement equipment was ' reviewed to verify compliance with the requirements of.10 CFR 50,- Appendix B, Criteria XII, ANSI. 45.2.4 - 1972, ar.d IEEE 498-1975.

Discussion The inspector noted that NTS 61-1201 calls for the use of r.

memorandum for notificiation that a noncomformance has occurred in a piece of measuring or test equipment. ANSI 18.7 - 1976 states in part that when calibration, testing, or other measur-ing device are found to be out of calibration, an evaluation shall be made and documented concerning the validity of previous tests and the acceptability of devices previously tested from the time or the previous calibration. As this documented evaluation is required to be retained for the same period as the calibration records, consideration should be given to using some vehicle other than a memorandum such as a nonconformance report which is fully traceable and already retained-by the corrective action system. This was discussed with the I&C supervisor for NTS and the licensee agreed to consider the sug-gested change of the next rc/ision to 61-1201.

Installed Plant Instrumentation Calibration Program The program for control of calibration of the installed plant instru-mentation was reviewed to verify compliance with 10 CFR 50, Appendix B, Criteria XI, ANSI 18.7 - 1976, and ANSI 45.2.4 - 1972.

' Selected administrative procedures were reviewed to verify that controls have been established which provide for calibrations by approved pro-cedures; calibrations at' periodic intervals commensurate with the importance of the instrumentation, data review and evaluation by re-sponsible personnel, and data storage in such a manner as to facilitate retrieval for future trend analysis.

Discussion The inspector noted biring the review of HTS 61-0506 that the calibration of all instrumentation associated with a system is verified on an 'nstrument Summary Sheet. This summary compiles the dates that individual components of the system were last calibrated, which may be up to eighteen months prior to the test.

Considering the hostile environment of a construction site, more ur.eful information would be derived from performing Loop Checks of the instrumentation within a short interval prior to testing for that system. This was discussed with the I&C Supervisor who agreed to consider the option.
