Scope: This routine, announced inyection was in the area of preoperational testing, including the review of test procedures, and witnessing of test procedure performance. The NRC inspection modules included 70300, 70341, and 7031 Results: The licensee appeared to be conducting a strong, well managed preoperational test program which is meeting all regulatory requirement Procedures are thorough and test personnel are knowledgeabl Management is well-informed and involved in the daily performance of the test program. Administrative procedures developed for use during the preoperational test program were being followed. In the areas inspected, violations or deviations were not identified.

, Preoperational Test Procedure Review (70300, 70341) - Unit 2

The inspector reviewed portions of several licensee approved preoperational test procedures which were also witnessed (Paragraph 3).

The procedures include:

2-3PB-01, Rev. O Class 1E 4.16 KV Switchgear

2-3PG-01, Rev. O Class IE 480 V Switchgear 1 2-3GJ-01, Rev. 0 Essential Chilled Water System 1  !

The inspector verified that those portions of the procedures reviewed met I the appropriate Final Safety Analysis Report (FSAR) requirements as stated in Chapter 14.2, Initial Test Program. The procedures were found to have proper management review and approval. - appropriate revisions of the test procedures were available and in use by test personnel

- test prerequisites were met

- tests were performed as required by the approved procedure and included such specific items as operation of logic functions and automatic transfer devices and system instrumentation and control

- adequate control was ensured of both Unit 2 and Unit I components ~ during interface testin7. of systems that are common to both units

- quality control hold points were adhered to and necessary verification and signatures were obtained where required

- criteria for interruption of testing and continuation of an interrupted test were adhered to during perfonnanc':

- significant events, unusual conditions, test discrepancies and interruption of testing were documented

- test personnel involved in the testing witnessed by the inspector were found to have the proper certifications required by administrative procedures
