The inspectors conferred with other licensee and contractor personnel during the course*of the inspection.

Pro osed A Function Reor anization The inspectors met with the licensee's corporate staff to obtain clarification of the proposed reorganization of the Niagara Mohawk Power Corporation as it affects the QA organization for Nine Nile Point Unit 2.

The proposed reorganization is described in OIE Inspection Report 50-410/81-08.

In that report the inspector expressed concern that some functions, if directed and controlled by the Project Manager, may be contrary to Criterion 1, Appendix B,

CFR 50.

The licensee's corporate staff stated that the corporate position regarding the proposed reorganization is that which was presented to NRR at the January 26, 1981 meeting in Bethesda, Maryland.

The licensee's corporate staff also stated that the definition of duties regarding the proposed QA reorganization have not yet been approved by Niagara Mohaw r

The inspectors acknowledged the comments of the licensees corporate staff.

The inspectors toured the site facilities, observed work in progress and contacted various licensee and contractor personnel in the process of the turnover inspection.

Areas covered included the reactor building, primary containment, turbine building, administration building, water intake structure areas, the area of the ground fault and other service areas.

the inspectors met with various licensee and contractor personnel to introduce the newly assigned resident inspector and to discuss office space requirements'o items of noncompliance were identified.

Exit Interview The inspectors met with the licensee's representatives (denoted in Paragraph 1) at the conclusion of the inspection on September 30, 1981.

The inspectors summarized the purpose and scope of the inspection and the findings.
