Scope _:

Special, announced management meeting to discuss the results of the NRC board convened to evaluate the Licensee's Performance from February 1, 1980 to January 31, 1981 as part of the NRC's Systematic Assessment of Liceisee Performance (SALP) Program.

Areas addressed included:

Plant Operations; Refueling Operations; Maintenance; Surveillance; Licensed Operator Training; QA/QC; Reporting; Cormiittee Activities; Procurement; Fire Protection; ISI/IST; Design Changes and Modifications; Radiation Protection; Environmental Protection; Emergency Preparedness; Radioactive Waste Management; Transportation; Security and Safeguards; and Management Controls.

Resul ts : A summary of the licensee performance evaluation was presented.

Discussion A brief summary of the Systematic Assessment of Licensee Performance (SALP) Program was presented to explain the basis and purpose of the evaluation.

The NRC Region I evaluation board meeting was discussed, including the assessment period, performance data and the results of the board's evaluation. (See Appendix 1 and Attachments 1 and 2.)

The licensee's overall performance was considered acceptable.

Licensee Activities The plant operated at power throughout the assessment period except for several short outages including one in bbren in which the Safety and Relief valve acoustic monitoring system was installed, one in July due to a failure of the Main Output Tran.sformer and one in December for ATWS Trip Hardware installation.

Inspection Activities During the assessment period, 20 inspections were completed under the Operating Reactors Program. These included 8 inspections by the Resident

. Inspectors, the Health Physics Appraisal,'a special inspection of TMI Action Plan Category A items, a shipment inspection conducted by Region II

at the Barnwell, South Carolina site and 9 inspections by the Regional
