Spec>el enforcement conference convened by NRC Region I management to discuss NRC concerns regarding the violation of a Technical Specification Limiting Condition for Operation involving the isolation capabilities for the Emergency Cooling System condensers.
Senior licensee and NRC Region I management attended the meeting held in the Region I office.
The meeting was two hours in duration.

Discussions NRC Region I management opened the meeting by summarizing their concerns regarding the bypassing of the automatic isolation instrumentation for the Emergency Cooling System condensers resulting in the violation of a Technical Specification.
The Region I management expressed their concern for the management control system in place at the facility which allowed occurrence of this event in spite of the fact that two similar events have occurred since October 1980.
The licensee's representatives acknowledged the NRC's concerns and restated the short term corrective actions which were taken and previously communicated to the NRC.
The actions include:
discussions of this event with the personnel involved; the issuance of a memorandum to all operating personnel to remind them of the necessity for consulting Technical Specifications prior to the removal of-safety-related equipment from service; and, the initiation of a revision to the operating procedure to better clarify the purpose of the Emergency Cooling System Protective Instrumentation bypass switche C C=

The NRC emphasized the need for increased management attention on the part of Niagara Mohawk regarding the motivational aspect of assuring acceptable plant operation.
The licensee's representatives acknowledged the cogent and discussed several options that are under consideration to address this aspect.

Results The licensee stated that a plan for long term corrective action would be developed within two weeks.
This plan would include an implementation schedule for the long term actions.
