1981 Meetin Re ort No. 50-220/81-26 An Enforcement Conference was held at Region I, NRC, to discuss the findings of the licensee's internal investigation into the circumstances concerning the
'unavailability of both emergency diesel generators.
Specifically, the licensee described the scope of his investigation; presented the results, findings, and status; and described actions taken and to be taken to prevent recurrence of this or similar events.
The Region I staff discussed their investigation findings hnd concerns as appropriate in relation to the event and to the licensee's iinvestigation.

who disabled the two emergency diesel generators.
The licensee has initiated actions to increase security in the vital areas.

Pur ose and Sco e of the Meetin A meeting was held to discuss the results of investigations into the circumstances surrounding the disabling of the facility's two emergency diesel generators and the actions taken or to be taken to prevent recurrence of this or similar events.

Conclusions a.
The licensee advised that their investigation into the event did not identify the subject or subjects who drained the fuel filter lines of the two emergency diesel generators and they cannot prove that it was an act of sabotage nor can they prove that the event was not deliberately initiated.
They indicated that they did not believe that a
Niagara Mohawk employee was involved.
Further investigation is not contemplated by the licensee.

The vital area access list was reviewed for the purpose of reconfirming the areas to which access is necessary for each individual.
This is a continuing process.
In addition, the access areas have been realigned to reduce the number of areas accessible to specific levels of access.

respon-sible for the incident and further investigation was not contemplated.
Actions taken by the licensee to preclude a similar occurrence appeared acceptable and future NRC inspections will evaluate their adequacy.
