SUBJECT:

COLUMBIA GENERATING STATION REPLY TO FINAL SIGNIFICANCE DETERMINATION FOR A YELLOW FINDING AND NOTICE OF VIOLATION (NRC INSPECTION REPORT 50-397/01-008)

Dear Mr. Parrish:

Thank you for your letter of January 28, 2002, in response to our December 28, 2001, letter and Notice of Violation concerning the failure to meet the requirements of 10 CFR 50.54(q) in that Columbia Generating Station did not follow and maintain emergency plans and procedures which meet the standards in 10 CFR 50.47(b). We have reviewed your reply and find it responsive to the concerns raised in our Notice of Violation. We will review the implementation of your corrective actions during a future inspection to determine that full compliance has been achieved and will be maintained.

We also acknowledge your intent to provide additional information on the subject of your procedures, processes, and programs as were in place prior to April 2001 in future correspondence.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Should you have any questions concerning this matter, we will be pleased to discuss them with you.

Sincerely,

/RA/

Gail M. Good, Chief Plant Support Branch Division of Reactor Safety
