Discussion a.
Scope l
An NRC examiner conducted regular, announced operator licensing
requalification retake examinations on November 19, 1993. The-examiners administered examinations under the guidelines of the j
Examiner Standards (ES), NUREG-1021, Revision 7.
Two Senior Reactor
Operators (SR0s) received a walk-through examination.
b.
Results
Both operators passed the examinations. There was no requalification
~
program evaluation made due to the ; mall sample size of operators.
c.
Proposed Examinations The propo:ad examinations met the guidelines of NUREG-1021,
.
'l Revision 7.
The licensee proposed Job Performance Measures (JPMs)
that were vritten at a level consistent with NRC requirements. These JPMs provided valid testing of an operator's ability to demonstrate
'
kruiedge of plant systems and procedures. The NRC revised one JPM in order to accomplish the task using an alternate path. The proposed i
JPMs delineated some steps as critical that had.no measurable
performance standard. These steps required only verification of an
.,
indication without a measurable action. The examination team modified'
'
these steps to noncritical.
j d.
Administration
-]
During the performance of the in-plant JPMs, the plant-experienced a problem in the reactor trip breakers. The NRC modified the examination to delete a reactor trip breaker JPM and to substitute an-
additional simulator JPM for one of the operators.
