that were vritten at a level consistent with NRC requirements. These JPMs provided valid testing of an operator's ability to demonstrate '

kruiedge of plant systems and procedures. The NRC revised one JPM in order to accomplish the task using an alternate path. The proposed i JPMs delineated some steps as critical that had.no measurable 1 performance standard. These steps required only verification of an .,

indication without a measurable action. The examination team modified' '

During the performance of the in-plant JPMs, the plant- experienced a problem in the reactor trip breakers. The NRC modified the examination to delete a reactor trip breaker JPM and to substitute an- ;

3. Exit Interview At the conclusion of the site visit, the examiners met with representa-tives of the plant staff listed in paragraph 1 to discuss the results of the examinations.
