NRC INSPECTION REPORT NO. 50-395/88-32 The NRC Systematic Assessment of Licensee Performance (SALP) has been completed for your V. C. Summer facility.
The facility was evaluated for the period August 1, 1987 - December 31, 1988.
The results of the evaluation are documented in the enclosed Interim SALP Report. This report will be discussed with you at a public meeting to be held at the V. C. Summur facility on March 28, 1989 at 10:00 a.m.
The performance of your Summer facility was evaluated in the functional areas of plant operations, radiological controls, maintenance / surveillance, emergency preparedness, security, engineering / technical support, and safety assessment /
quality verification.
Overall performance of your Summer facility was satisfactory during this assessment period.
Although the functional areas evaluated during this assessment period are not identical to those in the previous period, a close correlation can be made for identifying changes in performance.
With the exception of one functional area, the ratings were essentially unchanged from the previous assessment period.
Strengths were identified in the areas of Radiological Controls and Maintenance / Surveillance.
A significant decline in performance in the area of Security was noted.
Performance in the area of operatns has shown some improvement; however, there is a need for enhanced management attention to operations support tc ensure that accurate procedures and legible drawings are available in the control room. Additional emphasis should also be placed on reducing the number of reactor trips.
Although performance in the radiological control area was excellent, we are concerned about fuel leakage during the last two cycles.
This situation needs to be corrected to minimize radiological exposures to your personnel.

In the area of emergency preparedness, although you demonstrated that the i
essential elements of emergency response could be implemented, we are concerned I
with a repetitive weakness in your Emergency Plan training program.
With respect to security, performance declin d from a Category 1 to a Category 2 with a declining trend noted. The considerable decline in performance occurred during the second half of the SALP period.
Significant management attention needs to be applied to this area.
Any comments you have concerning our evaluation of the performance of your Summer facility should be submitted to this office within 30 days following the date of our meeting.
These comments will be considered in development of the Final SALP Report.
Your comments and a summary of our meeting will be issued as an appendix to the Final SALP Report.
