UPDATED INSPECTION PLAN FOR WATERFORD STEAM ELECTRIC STATION, UNIT 3 REPORT 05000382/2025005
Dear Joseph Sullivan:
The enclosed inspection plan lists the inspections scheduled through June 30, 2027, for Waterford Steam Electric Station, Unit 3. The U.S. Nuclear Regulatory Commission (NRC)
provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. As discussed in SECY-25-0045, Recommendations for Revising the Reactor Oversight Process, dated June 5, 2025 (ML25042A278), the NRC determined that a broad, comprehensive review of the Reactor Oversight Process (ROP) is necessary to reflect improvements in industry performance and advancements in technology. The outcome of the comprehensive review and recommendations to revise the ROP baseline inspection program, when approved by the NRC Commission, will require a revision to this inspection plan. The NRC will contact you as soon as possible to discuss any revisions after the new baseline inspection program is implemented.
Waterford Steam Electric Station, Unit 3s current performance is in the Regulatory Response column of the NRCs Action Matrix, effective the second quarter of 2025, as communicated in NRC inspection report 05000382/2025091, Waterford Steam Electric Station, Unit 3 - Final Significance Determination of a White Finding, Notice of Violation, and Follow-up Assessment Letter. Therefore, we plan to conduct a supplemental inspection using Inspection Procedure 95001, Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs, when your staff has notified us of your readiness for this inspection. This inspection procedure is conducted to provide assurance that the root cause and contributing causes of risk significant performance issues are understood, the extent of condition and the extent of cause are identified, and the corrective actions are sufficient to preclude repetition. This letter and its enclosure will be made available for public inspection and copying at ADAMS Public Documents l NRC.gov and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations 2.390, Public Inspections, Exemptions, Requests for Withholding.
