UPDATED INSPECTION PLAN FOR WATERFORD STEAM ELECTRIC STATION, UNIT 3, REPORT 05000382/2019005

Dear Mr. Dinelli:

The enclosed inspection plan lists the inspections scheduled through June 30, 2021, for Waterford Steam Electric Station, Unit 3. The U.S. Nuclear Regulatory Commission (NRC)

provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. You should be aware that the agency is pursuing potential changes to the Reactor Oversight Process (ROP), including changes to engineering inspections (SECY-18-0113, Recommendations for Modifying the Reactor Oversight Process Engineering Inspections), and other changes to the baseline inspection program described in SECY-19-0067, Recommendations for Enhancing the Reactor Oversight Process. Should these changes to the ROP be implemented, the engineering and other region-based inspections are subject to change in scope, as well as schedule, beginning in January 2020. The inspections listed during the last 12 months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

On March 12, 2018, the NRC issued a Confirmatory Order (ADAMS Accession No.

ML18072A191) (EA-17-132 and EA-17-153), to the Entergy fleet that included Waterford Steam Electric Station, Unit 3. The Confirmatory Order was associated with nonlicensed operators deliberately failing to tour all required areas and deliberately entering inaccurate information into the operating logs. On April 5, 2019, the NRC issued Waterford two Severity Level III violations for similar occurrences (ADAMS Accession No. ML19095B573). The NRC plans to conduct a Confirmatory Order followup inspection at Entergy Corporate Headquarters in Jackson, MS of the actions required to be completed by the end of calendar year 2019, in accordance with Inspection Procedure 92702, Followup on Traditional Enforcement Actions Including Violations, Deviations, Confirmatory Action Letters, Confirmatory Orders, And Alternative Dispute Resolution Confirmatory Orders. This inspection will be conducted during the first quarter of 2020 on a date to be determined by the NRC and Entergy.

On July 20, 2018, the NRC issued a Notice of Violation to Waterford Steam Electric Station, Unit 3 associated with the failure to establish appropriate design and procedures associated with providing electrical power using the N+1 FLEX diesel generator to support transition phase (Phase 2) strategies (ML18201A492). On May 17, 2019, you provided a supplement to update the completion of the corrective actions (ML19137A341). The NRC staff will complete Inspection Procedure 92702, Followup on Traditional Enforcement Actions Including Violations, Deviations, Confirmatory Action Letters, Confirmatory Orders, And Alternative Dispute Resolution Confirmatory Orders. This inspection will be conducted during the first quarter of 2020 on a date to be determined by the NRC and your staff.

Additionally, as reflected in the enclosure, during this period the NRC staff will complete Temporary Instruction 2515/194, Inspection of the Licensees Implementation of Industry Initiative Associated with the Open Phase Condition Design Vulnerabilities in Electric Power Systems (NRC Bulletin 2012-01).

In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
