Areas Inspected:

Routine, unannounced inspection of the licensee's radioactive I

material tranportation program.

Results: Within the areas inspected, no violations or deviations were identified.

The licensee has implemented an effective radioactive material transportation program.

Manager, supervisors, and staff personnel appear to be highly qualified and motivated and routinely look for program weaknesses or where improvements can be made.

Personnel are kept aware of regulatory requirements and changes being made or proposed, i

Organization and Management Controls

,

The inspector reviewed the licensee's organization and management control programs to determine compliance with the Technical Specifications (TS)

and commitments in the Updated Final Safety Analysis Report (UFSAR).

,

The inspector determined that the licensee had not made any changes to the organization and management controls of the radioactive material

transportation programs since the previous inspection.

The responsibility for ensuring the proper shipment and receipt of radioactive materials had been delegated to the radiation protection superintendent. The radioactive waste shipment responsibilities are further delegated to the lead supervisor radwaste who is assisted by a radwaste engineer, two radwaste supervisors, and four radwaste technicians.

The licensee had

written detailed job / position descriptions for responsible radwaste positions.

The inspector reviewed those procedures, audits, and surveillancos listed in the Attachment to this report.

l The inspector determined that the licensee had implemented an NRC approved j

quality assurance program in accordance with 10 CFR Part 71.101 for the l

use of NRC approved packages.

No violations or deviations were identified.

4.

Training and Qualifications

,

The inspector reviewed the licensee's training program for personnel involved in the transportation of radioactive materials to determine compliance with the commitment made in response to NRC Inspection and Enforcement Bulletin (IEB) 79-19 and commitments contained in the UFSAR.

The inspector reviewed the qualifications and training provided by the training department to HP department personnel associated with the transport of radioactive materials.

The licensee also has arrangements with a vendor to provide annual training on changes to NRC, Department of Transportation (DOT), and burial site requirements.

The inspector discussed with licensee representatives the training

provided to quality control (QC) inspection personnel.

The licensee had made available the vendor training which had been designed to meet the

IEB 79-19 commitments to both QA and QC personnels no additional training

!

was being offered. The inspector discussed that a short training session

~

which included the requirements of 10 CFR Part 71 and where data is found in the users manual for specific packages should be made available to all QC inspection personnel that are involved with the transport of NRC approved packages. The licensee stated that they would review the training currently being provided to QC personnel.

The training of QC inspection personnel is considered an olen item ~pending further review by the inspector.

5.

Radioactive Material Transportation Program

.

The insoector reviewed the licensee's radioactive material transportation program for compliance with the requirements of 10 CFR Part 71, 49 CFR Parts 171 through 178, NRC IEB 79-19 agreement with commitments in Sections 11.4.4 and 12.5.1.3 of the UFSAR, and the recommendations of NRC Regulatory Guides 7.1 through 7.10.

Procurement and Se,lection of Packaging The inspector reviewed the licensee's procurement of DOT and NRC certified packages.

The inspector noted that the licensee normally ships low specific activity waste in steel boxes as strong-tight containers or in steel containers inside an NRC certified psckage.

The inspector determined that the licensee maintains current l

documents on manufacture's design, use, maintenance, testing, and NRC certificate of compliance for all packages the licensee is registered

to use.

The licensee had only used NRC certified packages that they had been registered to use and had performed maintenance on these packages in accordance with the applicable requirements contained in the specific

,

package's users manual, b.

Preparation of Packages for Shipment i

The inspector verified that the licensee had established procedures l

and checklists for the preparation of radioactive material and waste shipments.

These procedures included reouiring a visual inspection of the packages prior to use or loading the package, instructions for closing and sealing the packages, marking requirements of the

,

package's weight, labeling requirements for the appropriate type of package, and determining the curie content, radiation, and contamination limits for packages. The licensee routinely uses quality control hold or checkpoints during the preparation of the package.

The inspector observed and interviewed several licensee employees involved in the transportation activitie:, concerning two spent resin shipments.

These individuals demonstrated they possessed a working knowledge of the related procedure sufficient to ensure that all aspects of 00T and NRC regulations pertaining to the preparation of packages for shipment were being met, c.

Determination of Package Activity and Radionuclides The inspector reviewed the licensee's methodologies for determining amount of activity for various radionuclides present in packages.

The licensee utilizes a computerized radwaste management program (RADMAN) which provides for establishing a container's activity by either the input of quantitative radiochemistry analyses or a default program based on dose rate measurements.

The licensee also maintains procedures for determining radionuclide activity content of packages if the computer program is not available, d.

Delivery of Conpleted Packages to Carriers The inspector compared the licensee's procedures with the 00T and NRC requirements to determine if all requirements were being met.

The review of licensee records and shipping paper documentation indicstes that the licensee had prepared appropriate shipping papers in accordance with approved procedures and that the shipping papers

included the necessary information to comply with regulatory requirements, e.

Receipt of packages The inspector reviewed the licensee's program for receipt of packages containing radioactive material to determine compliance with 10 CFR Part 20,205.

The licensee's activities for receipt of radioactive materials were contained in several station and department procedures.

UNT-005-021, i

" Radioactive Material and Radioactive Sources Purchase, Receiving,

Surveying, Opening and Disposal," is the controlling station procedure; HP-02-805, " Radioactive Material and Radioactive Sources Purchase, Receiving, Surveying, Opening and Disposal," is a HP department procedure and UNT-008-013. " Materials and Stores Department Receiving, Handling, Shipping, and Storage," is also a department procedure.

The inspector discussed with licensee representatives that two procedures were almost identical, UNT-005-021 and HP-02-805, and may lead to some confusion with personnel. The licensee stated that the HP procedure will be deleted. The inspector also discussed that the requirements for

i notification of the HP department by the materials and stores department contained in paragraph 5.3.1.3 of Procedure UNT-008-013 was identical to the requirements of 10 CFR Part 20.205 for the

performance of receipt surveys on packages containing radioactive materials. The representatives of both the materials and stores department and HP department stated they would review the notification paragraph and resolve the differences in such a manner that neither department would be restrained during operations.

The inspector noted that Quality Notice QA 89-007 was written in l

January 1989 for the failure to notify HP of the receipt of

!

radioactive material. This quality notice was written because two detector assemblies that contained radioactive materials were received at the warehouse on December 12, 1988, and HP was not notified until December 20, 1988.

In this particular case, the

,

requirements of 10 CFR 20.205 were not exceeded because the cuantity of radioactive materials involved were exempt (20.205(b)(1)(1))- from the receipt survey requirements..

The inspector determined by discussions with licensee representatives that none of the WAT-3 radioactive material or waste shipments had

been involved in an accident or incident.

R_ecords. Reports, and Notifications The inspector reviewed selected records of radioactive material and waste shipments made by the licensee during the period January 1989 through June 1990. These shipments were adequately documented to meet NRC and DOT requirements.

denoted in paragraph I on June 29, 1990, and summarized the scope and findings of the inspection as presented in this report.

The licensee did not identify as proprietary any of the materials provided to, or reviewed by, the inspector during the inspection.
